APPROVE the Glacier Drive Parking Lot Improvement Project [DCD-CP#11-54] Project
No. 6X5385-5385, and
FIND the project is a California Environmental Quality Act (CEQA), Class 1 (c) and Class
11(b) Categorical Exemption, pursuant to Article 19, Section 15301(c) and 15311 (b) of the
CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with
the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of $25 fee to the
Department of Conservation and Development for processing, and a $50 fee to the County
Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
The project will cost approximately $100,000 and will be funded by Department Overhead

Subject:Approve the Glacier Drive Parking Lot Improvement Project and make related findings under (CEQA),
Martinez area
Funds 100%.
BACKGROUND:
The project consists of repairs and upgrades to the existing Contra Costa County Public
Works Building parking lot, and the creation of a new gravel overflow parking lot
adjacent to the existing lot. The project is needed to increase the life of the existing paved
surface, improve access for the disabled, and create overflow parking to accommodate
additional staff housed at the Public Works Building as a result of the merger of the
Contra Costa County Public Works and General Services Departments.
Repairs and upgrades to the existing parking lot will involve placing 1 ½ inch thick
Asphalt Concrete (AC) over the entire parking lot, improvements to curb ramps, and
striping. Some grinding of existing pavement will be necessary to conform the new AC to
surrounding infrastructure, several utilities and drainage inlets will be adjusted to the
grade of the new AC. The new gravel overflow parking lot will be approximately
170-feet by 70-feet, and located adjacent to the northeast corner of the existing parking
lot. Vegetation removal will consist of grasses and weedy vegetation, no bushes or trees
will be removed.
Construction is scheduled to occur during the 2011 construction season and is expected
to take approximately 5 days. Improvements to the existing parking lot will be conducted
on a Friday and Saturday to reduce parking impacts. Street parking is available for the
Friday work. Only a few parking spaces will be impacted during construction of the
overflow parking and street parking is available. Staging will occur on existing paved
surfaces. To avoid impacts to water quality during construction, standard Best
Management Practices (BMPs) will be implemented. Utility relocations or adjustments
may be necessary in support of the project. General Plan Conformance from the City of
Martinez has been obtained for the project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project may result in insufficient parking at the 255 Glacier Drive
County facilities upon the merger of the Contra Costa County Public Works and General
Services Departments.

Project Description: The project consists of repairs and upgrades to the existing Contra Costa County Public
Works Building parking lot, and the creation of a new gravel overflow parking lot adjacent to the existing parking lot.
The project is needed to increase the life of the existing paved surface, improve access for the disabled, and create
overflow parking to accommodate additional staff housed at the Public Works Building as a result of the merger of
the Contra Costa County Public Works an d General Services Departments. Repairs and upgrades to the existing
parking lot will involve placing 1 ½ inch thick Asphalt Concrete (AC) over the entire parking lot, installing a State
Standard detectable warning surface to an existing curb ramp at the south east corner of the parking lot, and
replacing three existing curb ramps with two ADA compliant curb ramps in the southw est corner of the parking lot.
In addition, striping and the disabled parking configuration in the southwest corner will be reconfigured to
accommodate the improvements. Some grinding of existing pavement will be necessary to conform the new AC
with surrounding infrastructure, several utilities and drainage inlets will be adjusted to the grade of the new AC, and
the parking lot will be restriped. The new gravel overflow parking lot will be approximately 170-feet in length, 70-feet
wide, and located adjacent to the northeast corner of the existing parking lot. Approximately four inches of surface
soil will be excavated and the area filled with ¾ inch recycled Class II Aggregate Base (AB), a permeable material,
which will be compacted and graded to conform to the existing ground slope. Vegetation removal will consist of
grasses and weedy vegetation, no bushes or trees will be removed.
Construction is scheduled to occur during the 2011 construction season and is expected to take approximately 5
days (two days for the existing parking lot improvements and three days for the new gravel overflow parking).
Improvements to the existing parking lot will be conducted on a Friday and Saturday to reduce parking impacts.

the overflow parking and street parking is available. Staging will occur on existing paved surfaces. To avoid

This project is exempt from CEQA as a:
Ministerial Project (Sec. 15268) Categorical Exemption, Class 1(c) and 11(b)
Declared Emergency (Sec. 15269(a)) Other Statutory Exemption, Section
Emergency Project (Sec. 15269(b) or (c)) General Rule of Applicability [Section 15061 (b) (3)]
for the following reason(s): The project consists of improvements to an existing parking lot and
addition of an overflow parking area adjacent to the existing parking lot pursuant to
Sections 15301(c) and 15311 (b) of the CEQA guidelines. The project is not located in a
sensitive area, will not result in cumulative impacts, will not result in significant effects
on the environment or damage to scenic or historical resources, and is not located on a
Hazardous Waste Site.
