APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
with LSA Associates, Inc. not to exceed an amount of $115,478 to provide environmental
assessment and monitoring for the Marsh Creek Road Improvements-West of Deer Valley
Road project, for the period September 15, 2011 through August 31, 2014. Project No.:
0662-6R4025
FISCAL IMPACT:
This project is funded by High Risk Rural Roads (HRRR) Program (39%), Highway Safety
Improvements Program (HSIP) (27%), East County Area of Benefit (AOB) (25%), and
Proposition 1B Funds (9%).
BACKGROUND:
The contract is needed to assist Public Works Department staff with providing
environmental analysis and monitoring for the Marsh Creek Road Improvements-West of
Deer Valley Road project (Project), in east Contra Costa County, Brentwood area.
Marsh Creek Road is a narrow two-lane, curvy road through rolling

BACKGROUND: (CONT'D)
terrain that has a history of high collision rates. The project will improve safety along
Marsh Creek Road, from 2.0 miles to 2.25 miles west of Deer Valley Road. The project
consists of road widening and curve realignment in order to meet current Caltrans and
County Standards.
This project is partially federally funded. A number of special environmental assessments
and studies pursuant to the National Environmental Policy Act (NEPA), the California
Environmental Quality Act (CEQA), the Clean Water Act, the State and Federal
Endangered Species Acts, the Porter-Cologne Water Quality Act, and the East Contra
Costa County Habitat Conservation and Natural Communities Conservation Plan (HCP)
are required in support of the project.
The Public Works Department has determined that LSA Associates, Inc. is qualified to
conduct analysis for environmental compliance necessary for the Project.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract is not approved, the project will not obtain necessary environmental
clearances, which may jeopardize funding and cause delays in construction.
