Acting as the Governing Body of the In-Home Supportive Services Public Authority
ADOPT attached Resolution No. 2011/348 regarding compensation and benefits for
employees of the In-Home Supportive Services Public Authority (IHSS PA), as
recommended by the County Administrator.
FISCAL IMPACT:
The terms and conditions set forth in this action and the companion Salary Resolution and
Compensation and Benefit Resolutions numbered 2011/342, 2011/343, and 2011/346 on
this agenda are estimated to save the County $2.8 million in FY 2011/12. Additional savings
will be achieved in FY 2012/13 and beyond when sale of vacation is terminated
(approximately $970,000) and the wage impact is annualized ($570,000). These savings
will help to alleviate the fiscal impact caused by reductions in property values and the
related decline in property tax revenues and the on-going structural deficit in the County’s
budget. The savings associated with In-Home Supportive Services employees will be split:
50% is Federal, 35% is State and 15% is County.

Subject:Revised Benefits for Employees of In-Home Supportive Services Public Authority
BACKGROUND:
This action is a companion to Salary Resolution and Compensation and Benefit
Resolutions numbered 2011/342, 2011/343, and 2011/346. The In-Home Supportive
Services Public Authority provides oversight of providers of services in the community,
maintains a provider registry, enrolls providers into the payroll system, and provides
other support services to the IHSS program.
Historically, the fourteen at will employees of the IHSS Public Authority have been
provided similar benefits as provided to employees of Contra Costa County. These
benefits mirror those provided to unrepresented County employees.
The attached Resolution has been modified consistent with the Management Resolution
as follows:
1. Section 2.10 - the eligibility for health plans definitions were changed to conform with
new federal laws.
2. Section 2.11 - the health plan subsidies were specified - in place of the formulas that
were in the prior resolution.
3. Section 4 - the retirement contribution section was changed to increase the amount the
employees pay for their pensions. Effective September 1, 2011, employees are required to
pay eighty percent (80%) of the employee share of the basic retirement benefit
contribution determined annually by the Retirement Board.
It should be noted that current benefits for IHSS Public Authority employees do not
include a vacation buy-back provision.
CONSEQUENCE OF NEGATIVE ACTION:
If the resolution described above is not enacted, the County will incur additional costs in
wages and benefits for these employees, inconsistent with the wages and benefits of other
unrepresented employees.
