CONSIDER adopting Resolution 2011/346 regarding compensation and benefits for Contra
Costa County Fire Protection District unrepresented fire safety management employees to
reflect changes, as recommended by the County Administrator.
FISCAL IMPACT:
The terms and conditions set forth in this action and the companion Salary Resolution and
Compensation and Benefit Resolutions numbered 2011/342, 2011/343, and 2011/348 on
this agenda are estimated to save the County $2.8 million in FY 2011/12. Additional savings
will be achieved in FY 2012/13 and beyond when sale of vacation is terminated
(approximately $970,000) and the wage impact is annualized ($570,000). These savings
will help to alleviate the fiscal impact caused by reductions in property values and the
related decline in property tax revenues and the on-going structural deficit in the County’s
budget.

BACKGROUND: (CONT'D)
to Salary Resolution and Compensation and Benefit Resolutions numbered 2011/342,
2011/343, and 2011/348. It should be noted that Contra Costa County Fire Protection
District safety employees pay 100% of the employee share of pension costs.
The attached Resolution has been modified as follows:
1. Section 2.21 - eligibility for dental plans was changed to conform with new federal law.
2. Section 14 - vacation buy-back provision was changed to conform to current
Management Resolution that was changed in March, 2011. This modification eliminates
sale of vacation for employees hired on and after August 1, 2011; restricts sale of
vacation to once every thirteen months for employees hired prior to August 1, 2011; and
eliminates sale of vacation for all employees as of June 30, 2012.
Attachment A is a letter from Fire Chief Louder asking that salary reductions of senior
leaders/managers of the Contra Costa County Fire Protection District be aligned with
those of Contra Costa Firefighters Local 1230.
CONSEQUENCE OF NEGATIVE ACTION:
The County will not realize the savings associated with these proposed changes.
