APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire
Protection District to apply for grant funding from FEMA Assistance to Firefighters Grant
Program during the application period beginning August 9, 2011 and closing on September
9, 2011.
FISCAL IMPACT:
The Fire District could possibly receive up to $4,020,000 if grants being applied for are
awarded. Projected matching funds are approximately $923,000.
BACKGROUND:
The FEMA Assistance to Firefighters Grant (AFG) guidance document was just released on
Tuesday August 9th. The District is still in the process of tabulating expected project costs
and finalizing the documentation. However, the grant application period will close on
September 9th.
The Fire District would like to submit the following applications prior to the 9/9 deadline:

BACKGROUND: (CONT'D)
Sponsor a regional grant for 78 - heart defibrillators. The total grant is $4.155M and the
District’s amount is $2.05M. The Fire District is scheduled to receive 34 of the units and our
20% match equates to $412K. If awarded, there is a good chance the devices can be
acquired through a bulk purchasing agreement and that some surplus Measure H funding
will be available to reduce the amount of our portion of the match.
District grant to purchase 30 chest compressions machines to make CPR more effective.
Total grant is $35K. The Fire District’s 20% match equates to $7K.
District grant to purchase 1 – fire engine. Total grant is $475K and the District’s 20%
matching share is $90K.
Participate in a regional grant for $4.8M for mobile and portable radios to be utilized with
the new East Bay Regional Interoperable Radio System. The total grant is $4.8M and the
District’s amount is $1.46M. The Fire District is scheduled to receive 380 of the units and
our 20% match equates to $414K.
The District has funding to pay for the maximum matching funds of $923K out of our
capital/facilities fund if we were successful in obtaining awards for all of the grants.
CONSEQUENCE OF NEGATIVE ACTION:
The District and Region will not be able to purchase critical equipment for interoperable
communications and emergency medical services using these grant funds.
