Experience: Two years of full-time or its equivalent experience conducting welfare fraud investigation for a District Attorney's Office in a California county. Citizenship: Be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship. Physical Requirements: Appointees will be required to meet such medical and physical requirements as may be prescribed by the Commission on Peace Officers' Standards and Training. Background Requirement: (1) Shall not have been convicted of a felony in this State or any other State or in any Federal jurisdiction, which would have been a felony if committed in this State. (2) Shall have good moral character as determined by a thorough background investigation according to specifications of the Commission on Peace Officers' Standards and Training. KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of investigative techniques and procedures including the methods used to determine financial assets and to locate missing persons; good knowledge of laws relating to service of legal processes, arrest, search and seizure and rights of citizens; good knowledge of rules of evidence and court procedures as they relate to public assistance fraud cases; knowledge of public assistance laws and regulations as they relate most specifically to eligibility for public assistance; knowledge of the principles and techniques of organization, management and supervision; ability to provide lead direction to a small welfare fraud investigative staff; ability to instruct others in welfare laws, regulations and investigation methods; ability to perform the most difficult and complex welfare fraud investigative work in assigned geographical areas; ability to communicate effectively with other welfare fraud investigators, social service staff, welfare recipients and attorneys; ability to establish and maintain good working relations with social service staff, the public and fellow employees; ability to write clear and concise correspondence and reports. Class Code: PK:llt 10-16-86 D R A F T Proposed Salary: C5-1772 $2672-$3247 Contra Costa County October 1986 SENIOR WELFARE FRAUD INVESTIGATOR DEFINITION: Under general supervision, to conduct the most difficult and complex investigations of suspected fraudulent receipt of public assistance; to provide lead direction to Welfare Fraud Investigators in the performance of their duties; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This class is the highest working level in the Welfare Fraud Investigator series. Senior Welfare Fraud Investigators lead a team of Investigators in a special geographical area and report directly to the Supervising Welfare Fraud Investigator. Senior Welfare Fraud Investigator is distinguished from the next lower class of Welfare Fraud Investigator in that the latter class conducts the more routine investigations of suspected fraudulent receipt of public assistance. TYPICAL TASKS: Provides lead direction over all welfare fraud investigative activities in the western portion of the County (Richmond and E1 Sobrante Income Maintenance Districts) and the Eastern-Central portion of the County (Pittsburg and Martinez Income Maintenance Districts) ; assists in planning, assigning and reviewing the work of Welfare Fraud Investigators; gives tech- nical assistance to investigators conducting difficult welfare fraud investigations; conducts on-the-job training for less experienced investigators on laws and regulations pertaining to welfare fraud and techniques and pro- cedures regarding the collection of evidence, and the conduct of investigations; reviews completed investigation reports of subordinate staff for thoroughness and adequacy of documentation; handles the most complex and difficult welfare fraud investigations within assigned geographical area of responsibility; walks complaints through the courts to obtain immediate warrants of arrest for major welfare fraud violations and serves them upon persons named; testifies in court concerning investigative findings; confers with attorneys on trial strategy and presentation of evidence; prepares reports of investigation findings and other correspondence as required. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License.
