FISCAL IMPACT: No additional fiscal impact beyond those specified in the February 8, 2011 Board Order concerning redistricting of the County supervisorial districts. BACKGROUND: In February 2011 the Board of Supervisors initiated the redistricting process to adjust the boundaries of the supervisorial districts of Contra Costa County, as required under the Elections Code, by approving a set of guiding principles, a work program, and a general timeline to complete the redistricting effort. ATTESTED: August 9, 2011 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: SD. 3 To:Board of Supervisors From:Catherine Kutsuris, Conservation & Development Director Date:August 9, 2011 Contra Costa County Subject:Supervisorial Redistricting Ordinance BACKGROUND: (CONT'D) a meeting on May 3, 2011, the Board was presented with a report that included an analysis of the 2010 federal decennial census population for Contra Costa County, a proposed set of supervisorial district concept maps, and a tentative schedule for public workshops during the month of May. At the Board's direction the Department conducted a total of fourteen (14) public workshops during the month of May thoughout the County with at least one in each supervisorial district. Following the public workshops, the Board conducted a public hearing to consider the selection and approval of a supervisorial redistricting map proposal. The Board considered more than seventeen map proposals and received extensive public testimony. The public hearing, which began on June 28, 2011, continued to July 12, 2011, and concluded on July 26, 2011, culminated in the Board voting to select and approve Map Proposal 17 D Amended as the final supervisorial redistricting map. The Board then directed staff to draft an ordinance in accordance with the approved final supervisorial redistricting map and set the hearing date of August 9, 2011 at 10:00 a.m. as the designated time to consider adoption of the supervisorial redistricting ordinance. Attached for the Board's consideration and adoption is Ordinance No. 2011-15. This ordinance establishes new supervisorial district boundaries for Contra Costa County based on the federal decennial census, as required by the Elections Code sections 21500-21506. The ordinance is based on the Board's approval on July 26, 2011 of Map Proposal 17 D Amended, as the final supervisorial redistricting map. The ordinance will take effect thirty (30) days after passage. Also attached, based on the approved final supervisorial redistricting map (referred to as Map Proposal 17D Amended), is the new countywide supervisorial district map, individual district maps for each of the five supervisorial districts, and the population totals by district. As a final matter, attached for information are written comments received on redistricting since the Board's July 26, 2011 meeting. CONSEQUENCE OF NEGATIVE ACTION: Elections Code section 21501 requires the boundaries of the supervisorial districts to be adjusted by the Board (i.e. redistricting completed) before the first day of November of the year following the decennial federal census (in this case October 31, 2011).
