APPROVE a construction agreement with Systems & Space, Inc. in an amount not to exceed
$369,232 for the furnishing and installation of casework as part of the remodeling project
for the Sheriff-Coroner’s Office, Forensic Division, at 2530 Arnold Drive, Martinez.
DIRECT that the Contractor shall present two good and sufficient surety bonds (payment
and performance) in the amount of $369,232 and that the Deputy General Services Director,
or designee, shall prepare the agreement.
ORDER that after the Contractor has signed the agreement and returned it, together with the
bonds and required evidence of insurance, the Deputy General Services Director, or
designee, is authorized to sign the agreement for the County.
ORDER that the Deputy General Services Director, or designee, is authorized to sign and
escrow agreement prepared for this project to permit the direct payment of retentions into
escrow or the substitution of securities for moneys withheld by the County to ensure
performance under the agreement, pursuant to Public Contract Code Section 22300.

Contract Code Section 4114, to the Deputy General Services Director, or designee, the
Board's functions under Public Contract Code Sections 4107 and 4110.
FISCAL IMPACT:
No impact to the General Fund will result from the above agreement. External funding
sources have been utilized. All DNA related purchases (Total $260,565) are being charged
to the Proposition 69 funded DNA Identification Fund 115600. Fingerprint related items
(Total $41,188) are being charged to ORG 2557 which receives its appropriations from
CAL-ID funds. The source of funds for the remaining items (Total $67,480) is the Sheriff’s
Capital Acquisition Fund.
BACKGROUND:
The Sheriff-Coroner’s Forensic Division (Crime Lab) is relocating from 1122 Escobar
Street in Martinez to the Summit Centre located at 2530 Arnold Drive in Martinez. The cost
for furnishing and installation of the specialized casework for the remodeling project is
$369,232. The casework will be purchased using an existing contract under the California
Multiple Award Schedules (CMAS) Program, and includes all labor and materials costs.
The CMAS Program allows public agencies to contract directly with a CMAS contractor
using prices and contract terms negotiated by the California Department of General
Services. Systems & Space, Inc. is an authorized contractor for State and local agencies
under the CMAS Program.
CONSEQUENCE OF NEGATIVE ACTION:
The new casework is a necessary element of the Crime Lab remodeling project, as it
provides the required facilities for work completed in a lab environment. Without the
casework, the project will not be able to proceed.
