Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #24–948–22 with New Connections, a non-profit corporation, in an
amount not to exceed $220,000, to provide substance abuse and mental health services for
CalWORKs program participants for the period from July 1, 2011 through June 30, 2012.
This Contract includes a six-month automatic extension through December 31, 2012, in an
amount not to exceed $110,000.
FISCAL IMPACT:
This Contract is funded 100% by the State of California Work Opportunities and
Responsibilities to Kids (CalWORKs) through the Employment and Human Services
Department. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing outpatient
assessments and pre-treatment and pre-sobriety services for substance abusing and mentally
ill participants in the CalWORKs program to help eliminate barriers to employment.

BACKGROUND: (CONT'D)
On January 18, 2011, the Board of Supervisors approved Contract #24–948–21 with New
Connections for the period from July 1, 2010 through June 30, 2011, for the provision of
substance abuse and mental health services for CalWORKs program participants.
Approval of Contract #24–948–22 will allow the Contractor to continue providing services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will not be any outpatient perinatal Alcohol and Other
Drugs treatment programs in Central Contra Costa County.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors’ “Families that
are Safe, Stable, and Nurturing” community outcome by providing parenting education,
stability, and safety for mothers (and their children) and pregnant women who are alcohol
and drug dependent, while they are in substance abuse treatment. Expected outcomes
include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs,
reduction in the number of relapses, and creation of a sober social network.
