HomeMy WebLinkAboutMINUTES - 08092011 - C.24RECOMMENDATION(S): APPROVE Grant Agreement from Kaiser Foundation Hospitals to pay the County the amount of $2,100,000 to be transferred to the Doctors Medical Center under the conditions specified in the Grant Agreement; RATIFY the execution of the Grant Agreement by the Health Services Department Chief Financial Officer; AUTHORIZE the Health Services Department Chief Financial Officer to execute a second Grant Agreement from Kaiser Foundation Hospitals Public Benefit Group, subject to review and approval by the County Administrator and approval as to form by County Counsel, to pay the County $2,100,000 to be transferred to Doctors Medical Center under the conditions specified in each grant agreement; and AUTHORIZE the Auditor-Controller to transfer the Grant Funds, upoon notification by the Health Services Department, to the Doctors Medical Center in accordance with the terms of the Grant Agreement. FISCAL IMPACT: Approval of these Grant Agreements will result in $4,200,000 to be transferred to the Doctors Medical Center for the purposes set forth in the Grant Agreements. No County matching funds are required. These grants are conditioned upon the County first receiving the Grant Funds and acting as the fiscal intermediary for the Doctors Medical Center. BACKGROUND: These Grant Agreements from Kaiser Permanente will allow Doctors Medical Center to conduct a regional planning effort to address the needs of vulnerable populations in West Contra Costa County and redesign clinical services to improve patient care and support the long-term financial viability of health care services in the region. Doctors Medical Center San Pablo (DMC) is the largest full service acute care hospital serving 250,000 people in the western portion of Contra Costa County, part of the East Bay area of Northern California. With more than 40,000 Emergency Department visits annually, DMC provides essential emergency and medical services to a community where a large proportion of residents are uninsured, underinsured or Medi-Cal beneficiaries. The median household income in San Pablo is the lowest of any city in the West County and is below the State median. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve the grant will result in a loss of $4.2 million in funding for Doctors Medical Center. This loss of funding would lead to a reduction in health care services. CHILDREN'S IMPACT STATEMENT: Not Applicable
