HomeMy WebLinkAboutMINUTES - 08092011 - C.21RECOMMENDATION(S): APPROVE and AUTHORIZE the County Probation Officer, or designee, to apply for and accept Title II Formula Block Grant Program funding in an amount not to exceed $228,000 for the purpose of developing restorative justice methods for holding juveniles accountable and repairing harm caused by juvenile offending, for the period January 1 through December 31, 2012. FISCAL IMPACT: $228,000; 10% in-kind (soft) matching funds. BACKGROUND: The Juvenile Justice and Delinquency Prevention (JJDP) Act of 2002 reauthorized the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to administer the Formula Grants Program, which supports state and local delinquency prevention/ intervention efforts and Juvenile Justice system improvements. States must comply with four core requirements of the JJDP Act: Deinstitutionalization of status offenders, Separation of juveniles from adults in institutions, Removal of juveniles from adult jails and lockups, and Reduction of Disproportionate Minority Contact. Kader, County Probation Officer Date:August 9, 2011 Contra Costa County Subject:Title II Formula Block Grant Program - Community Justice Conference BACKGROUND: (CONT'D) At this time, the Corrections Standards Authority is seeking qualified agencies to use grant funds to implement projects that reduce juvenile offending. The Probation Department intends to focus on the Restorative Justice Principles goal to restore victims’ wounds, restore youthful offenders to law-abiding lives, and repair harm that is created between the offending youth and his community. All appropriate juvenile offenders will be given an opportunity to participate in the Community Justice Conference (CJC) process. This best practice will encourage victims and youthful offenders to resolve conflict and make repairs without further burdening the Court and Justice Systems.
