The BCW provides, in part, on-line access for individuals to submit applications for benefit programs including the electronic transferring of existing benefit program cases on an incoming and outgoing basis between counties. A permanent BCW business model is an important strategic initiative for EHSD by allowing for greater access and facilitation of application filing through electronic means for benefit programs while also facilitating and adding levels of efficiency to the inter-County transfer of existing benefit program cases. It also sets the foundation for a centralized benefit applications and electronic inter-County business process within the Department. With the start of the new program year it is expected that the Department will undertake its full implementation of BCW and that with this implementation, there will be an estimated 25 to 40% increase in the number of applications filed through the BCW portal. This estimate is based on the experience of other California counties who have fully implemented this type of on-line portal for benefit program applications. Currently EHSD receives an average of 7655 applications per month for CalWORKs, Medi-Cal and CalFresh. Increases of 25% - 40% will expand this number of EHSD applications by 1275- 2000 applications a month. An increase of between two thousand (2000) to three thousand (3000) applications will require a minimum of nine (9) to possibly sixteen (16) additional clerical FTEs. Based on this, EHSD requests an addition of ten (10) Clerks – Senior Level to support the expected increase in applications associated with our full rollout of Benefits CalWIN. Clerks – Senior Level will provide functions crossing the Clerical and Eligibility functions, will provide promotional opportunities for individuals in the clerical classifications, and will provide for greater operational flexibility for the Department. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve additional staff to support the application/registration of increased applications associated with the full rollout of the BCW function will result in the Department’s inability to process applications within State and federal regulatory timeframes and requirements. The Department will be in non-compliance and have greater exposure and liability to adverse actions associated with application granting non-compliance, error rates, and management performance standard noncompliance. These adverse actions will likely result in substantial fiscal sanctions and cost outlays such as those associated with penalties and legal fees. CHILDREN'S IMPACT STATEMENT: Not Applicable.
