HomeMy WebLinkAboutMINUTES - 12021986 - X.8 TO:� BOAFaq -OF- SUPERVISORS Contra FROM: SUPERVISOR NANCY FAHDEN (costa DATE: DECEMBER 2, 1986 County FLEX-TIME SCHEDULE AND/OR 9-80 WORK SCHEDULE SUBJECT: OPTION FOR ALL PERMANENT FULL-TIME COUNTY EMPLOYEES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: A. Direct that all department heads are to offer all permanent full-time county employees a choice of either a flex-time schedule or a 9-80 work schedule as an option to their existing work schedules. B. If departments wish certain classifications exempt from this order, department heads shall appear before this Board of Supervisors within 30 days and show cause for exemption. C. This program of flex-time and or 9-80 schedule shall be offered to all permanent full-time County employees by March 1, 1987 and shall be a trial program through September 1, 1987 at which time the benefits and effects of this directive shall be evaluated. 2 . FINANCIAL IMPACT: This scheduling plan may result in some increased cost for some departments but may reduce use of sick leave and overtime in other departments. The net results will not be known until the plan is evaluated at the end of the six months trial period. The finding will be reported back to the Board by the County Administrator' s Office. 3 . REASONS FOR RECOMMENDATIONS: In the spirit of meeting the challenge of rising traffic problems during peak hours and overcrowded parking conditions in commercial and Civic Center areas of. Contra Costa County, the Board of Supervisors adopted a policy to promote Transportation System Management (TSM) techniques in an effort to improve traffic and parking conditions during peak hours without capital intensive improvements. CC: County Administrator ATTESTED County Counsel`` Phil Batchelor, Clerk of the Board of Personnel Director,\ SuPervisors and County Administrator M382/7-83 BY DEPUTY i PAGE 2 FLEX-TIME SCHEDULE OR A 9-80 WORK SCHEDULE OPTION FOR ALL PERMANENT FULL-TIME COUNTY EMPLOYEES On November 18 , 1986 the Board passed a Resolution adopting certain recommendations in regard to a work plan indicating effects and tasks, including developing and implementing plans for 9-80 work weeks with 9a.m. -3p.m. core hours . The direction was to start with Community Development Department as a test case. In light of the fact that as recent as June 1986, the Board has been trying to encourage private industry to adopt work hours and flexible schedules that would help relieve traffic and parking problems, it is important that the Board demonstrate its leadership in this area by offering flex-time and 9-80 schedules to all eligible County employees as soon as possible so as to demonstrate on a large scale (not just Community Development) the effects and benefits of these work programs - i.e. having a parent at home when children return from school means better supervision and less juvenile crime and the expected boost in employee morale can only lead to more productivity in the work place, and less traffic on our roads at peak hours of the day. 4 . CONSEQUENCES OF NEGATIVE ACTION: Implementing flex-time and 9-80 schedule offers the County an opportunity to demonstrate on a large scale the positive effects and benefits. A negative action will only result in one department as a test and may not be large enough to make a significant impact on traffic and parking. This could seriously hurt the County' s credibility in influencing the private sector to incorporate alternative work schedules.
