FLEX-TIME SCHEDULE OR A 9-80 WORK SCHEDULE OPTION
FOR ALL PERMANENT FULL-TIME COUNTY EMPLOYEES
On November 18 , 1986 the Board passed a Resolution adopting
certain recommendations in regard to a work plan indicating
effects and tasks, including developing and implementing
plans for 9-80 work weeks with 9a.m. -3p.m. core hours . The
direction was to start with Community Development Department
as a test case.
In light of the fact that as recent as June 1986, the Board
has been trying to encourage private industry to adopt work
hours and flexible schedules that would help relieve traffic
and parking problems, it is important that the Board
demonstrate its leadership in this area by offering
flex-time and 9-80 schedules to all eligible County
employees as soon as possible so as to demonstrate on a
large scale (not just Community Development) the effects and
benefits of these work programs - i.e. having a parent at
home when children return from school means better
supervision and less juvenile crime and the expected boost
in employee morale can only lead to more productivity in the
work place, and less traffic on our roads at peak hours of
the day.
4 . CONSEQUENCES OF NEGATIVE ACTION:
Implementing flex-time and 9-80 schedule offers the
County an opportunity to demonstrate on a large scale
the positive effects and benefits. A negative action
will only result in one department as a test and may
not be large enough to make a significant impact on
traffic and parking. This could seriously hurt the
County' s credibility in influencing the private sector
to incorporate alternative work schedules.
