BACKGROUND INFORMATION: I have had two meetings with the mayors and city representatives of the east county cities of Antioch, Brentwood and Pittsburg to discuss the need to jointly enter into a study of our regional traffic problems. Currie, City of Pittsburg Mayor Catherine Palmer, City of Brentwood) Dear !name! Thank you for your city representation at our brainstorming session this morning on regional traffic problems. It is clear that we need an aggressive and coordinated effort to assure some action in the State Legislature and some mitigation and relief for the horrendous traffic problems facing our area. There was consensus at the meeting that we should jointly enter into a study of our regional traffic problems to identify the source of trips, the split in commute patterns from separate jurisdictions, and the kinds of capacity improvements that will be necessary to handle projected growth in the next several years. The study should include an analysis of the traffic trips expected to be generated from ( 1) already approved tentative maps; ( 2). pending tentative maps; ( 3 ) existing general plans or specific plans that are likely to be implemented in the next few years; ( 4) the balance of general plan projected build-outs already adopted but are long range; and ( 5) any proposed general plans that are currently being considered for adoption. The study should also include, in addition to capacity improvements, the financial mechanisms and schedule to make the improvements a reality. The main focus of the study as we discussed at the meeting, would be to look at the regional commute on Highway 4 at the west end of District 5 and through Brentwood and on out to Vasco Road at the east end of District 5 . In analyzing these important pieces of information, I believe the study needs also to include several "service level" options for the east county jurisdictions to consider. In other words, what is the ideal service level we would like to see various sections of our regional roads and highways operating at? With alternatives discussed in the study, we sould have some rational basis as elected officials for planning the future of transportation in our region. 1namel1 November 24, 1986 Page TWO I am asking the Transportation Planning section of the Community Development Department to determine how much of this data collection can occur in the proposed East County Highway 4 Bypass/Vasco Road Re-Routing Study. Secondly, how much of the data collection is included in the scope of work of the already in-progress "Pittsburg-Antioch Corridor Study" for the rail extension to West Pittsburg? Thirdly, how much of this data collection and study can be incorporated in the work that is soon to commence with the $2 million which the Highway 4 Task Force requested from BART for the engineering and design of the Willow Pass grade lowering? I believe it is possible that a good part of the study can be accomplished through these three mechanisms. However, it is probable that some additional funding will be jointly needed to pull this• all together and to pull some of the information out at an early stage so that we can act more quickly on it. One additional factor that the group discussed would be to compare and discuss what each jurisdiction is currently doing in terms of off-site road improvements and sub-regional traffic mitigation financing. I believe this study is critical for the future of good planning for east county. As I indicated to the group this morning, I am hoping that we can jointly announce the concept of this study and a plan to proceed with a study at the Highway 4 Task Force meeting on December 4. I would like to invite you and representatives of your city council . and staff to join me in my office that same evening at 6:30 p.m. to review what statement we will make at the Highwy 4 Task Force meeting. ( I will provide sandwiches since this is so close to the dinner hour. ) I have outlined in this letter what I believe to be the main consensus points in our preliminary meeting this morning regarding the nature of the study. I am asking the Transportation Planning section to provide more details to you on how the study would be implemented and financed in a draft plan prior to December 4. This 6: 30 p.m. session on December 4, can also be used to discuss the Regional Traffic Mitigation Plan which is moving ahead through the city-county engineers committee. CCTAC will be reviewing a status report of that plan and possible draft at its meeting on December 3 at 9: 00 a.m. I would like each city to consider this concept and pass a formal resolution as soon as possible supporting this concept as one of several we must tackle to provide financing for our transportation problems. 1namel1 November 24, 1986 Page THREE Please contact my staff to confirm your attendance and that of other city representatives.
