RECOMMENDATION
Accept the following report regarding traffic on Cherry Lane.
REASONS FOR RECOMMENDATION/BACKGROUNG
Because of the number of accidents which have occurred on Cherry Lane and the increase in
traffic during the past few years due to the office and commercial growth in the central
county, residents have requested the installation of an impassable barricade to stop the
through traffic on Cherry Lane.
Staff has met twice with the residents of Cherry Lane to find a solution to the traffic
problem without the extreme alternative of closing the road.
At the first public meeting on October 13, 1986, residents had a chance to express their
concerns about the traffic problem. Their concerns were noted and the meeting closed with
an agreement that Staff would determine alternative solutions and present the solutions at
a second meeting.
At the second public meeting on November 5 , 1986, the residents were presented a three
phase solution to improve the safety and mitigate the traffic problem on Cherry Lane.
Phase I is a combination of safety improvements to Cherry Lane and traffic mitigation
measures on Treat Boulevard. Safety improvement include the installations of stop signs at
the intersection of Cherry Lane and Elmwood Drive and Cherry Lane and Seven Hills Ranch
Road, the painting of "rumble-strips" on the entrances to Cherry Lane at Treat Boulevard
and at Walden Drive, additional traffic control devices and the trimming of roadside
landscaping.

The following Phase I traffic mitigation measures on Treat Boulevard should deter the
commute traffic from using Cherry Lane as a shortcut to the downtown Walnut Creek area:
(1) restriping westbound Treat Boulevard at Oak Road for two left turn lanes for southbound
traffic , and (2) decreasing the allowable signal time for westbound Treat Boulevard traffic
turning south onto Cherry Lane .
Phase II will install a traffic signal on Cherry Lane at the trail crossing.
Phase III will install either a full or partial barricade at several locations on Cherry
Lane . This last phase will only occur if the first two phases fail .
It was agreed that Phase I would be given 90 days after it is in full operation to see how
effective it is in controlling speed , reducing the commute traffic and improving the safety
on Cherry Lane . The second meeting concluded with a promise to the residents to meet again
on March 2, 1987, to determine whether Phase II or III will be necessary.
