ACCEPTED the report; DIRECTED staff to continue moving forward on filling positions and transferring some functions from HumanResources to the Health Department; CONCURRED that moving forward immediately, not waiting for the January Board retreat, was appropriateon those items that are not a policy issue was preferred, such as the ongoing efforts in the appointment system, medical records digitizing efforts,and development of the Medical Home project; AGREED many issues contained in the report would be appropriate to be referred and/or initiatedin the Joint Conference Committee and that other committees may be equally helpful; DIRECTED that Doctors' Hospital issues be included in theCounty healthcare system discussions;REQUESTED additional information be submitted to the Board regarding: how the Health Department intends to move forward and define how it will occur; the role of hospitals as a non hospital-centric health caresystem; the legal mandated level of care required; disclosure of the community benefit of service provided by the hospitals; the workingpartnership with Doctors' Hospital in searching for opportunities to make both systems cost effective and improve quality of service;clarification and feasibility of a public performance dashboard; scheduling of occasional afternoon sessions with the Board devoted tohealthcare system issues and how that might be implemented;REFERRED to the Legislative Committee a request for information regarding what legislation may be required for disclosure of common healthservice throughout the country; and expressed the desire that while various items may be initiated in appropriate committees the issues comebefore the full Board for action. There will be no separate discussionof these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in supportthereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.
