SUBJECT: JOHN F. BALDWIN SHIP CHANNEL PHASE III

RECOMMENDED ACTION
AUTHORIZE the Chair to send a letter to the Corps of Engineers supporting
Phase III from Richmond Bridge to Point Edith.
FINANCIAL IMPACT
Contra Costa County, by Resolution 2156, dated August 6, 1963 , agreed to
give general assurances as the local sponsor for the John F. Baldwin and
Stockton Ship Channels. Subsequently, the Stockton Ship Channel (Point
Edith east of Avon to Stockton) sponsorship has been assumed by the Port of
Stockton. The John F. Baldwin Ship Channel which begins outside the Golden
Gate and extends to Point Edith, remains a Contra Costa County sponsored
project.
In recent years, Contra Costa County has continued to express support for
the John F. Baldwin Ship Channel project, and at the same time has indi-
cated that any financial obligations that may come to the County as sponsor
would by necessity be passed on to the benefitting shipping companies and
agencies.
REASONS FOR RECOMMENDATION/BACKGROUND
While the Corps of Engineers has an approved project for the entire John F .
Baldwin Channel, it has decided to look anew at the shipping situation from
the Richmond/San Rafael Bridge to Point Edith. Accordingly, the Corps of
Engineers staff has initiated a number of meetings attended by local
industrial firms and representatives of local government to ascertain the
amount, type, and outlook concerning shipping in the Channel. The letter
that the County is to submit is merely to reaffirm the long term interests
of the County concerning the Channel.

PHASE III
The necessity for the County of Contra Costa to execute a cooperative
agreement with the United States of America that may include a fiscal
commitment to the project will not be required for a number of years,
pending the completion of the current reexamination, and the subsequent
Environmental Impact and other Corps of Engineer reports. Because the John
F. Baldwin Ship Channel project was authorized many years ago, it enjoys a
very beneficial Federal government/local share split. It is to the
County' s advantage to maintain this congressional authorization to
encourage the continued development and engineering of this project until a
time when the County can provide unconditional support, particularly as to
those effects, if any, the Channel Project may have on the water quality in
the San Francisco Bay/Delta.
