Refer this policy and letter of Aviation Advisory Committee to the Community Development Department and County Planning Commission to advise the Board of Supervisors on the appropriate land use intensity and regulations. BACKGROUND Public safety is the top priority in the operation of Buchanan Field which is a valuable community. asset whose viability must be protected. The attached letter from the Aviation Advisory Committee explains the major considerations. It is appropriate for the Board of Supervisors to establish formal policy and request the specifics be recommended by the Community Development Department and County Planning Commission. Tom Powers , Chairman Contra Costa County Board of Supervisors 651 Pine Street Martinez , CA 94553 Dear Chairman Powers: The Aviation Advisory Committee has examined proposed rezoning for the area approximately one mile north of Buchanan Field Airport designated as Concord City File #PRZ 2-85 which would allow bulk retail development. The Aviation Advisory Committee , at their November 18, 1986, meeting went on record as opposing any use of this sixty-three• acre parcel which would allow population densities of more than 25 persons per acre at any one time or more than 150 people in any one building. This parcel is directly in line with the approach to Runways 19R and 19L. Approximately 45 percent of all of our traffic lands on Runways 19. The aircraft taking off in the opposite direction, utilizing Runways 1R and 1L, amounts to 10 to 15 percent of all of our traffic. The parcel is also on the downwind traffic pattern leg for Runway 32R. Seventy to eighty percent of all of our aircraft could pass over the area . Runway 19R is our primary instrument approach runway. Under instrument landing conditions the decision point where the pilot decides to land or go around is approximately over this parcel . The normal height of the aircraft at the decision point is 320 feet above the ground. If a missed approach is required, the procedure calls for an immediate left turn at the decision point. The Aviation Advisory Committee is very concerned about public safety if high population density uses are allowed in this area. In our opinion the .potential for creating a situation far more hazardous than the Sun Valley Mall exists in this sixty-three acre location. The Shepard Pontiac accident of two years ago and the Sun Valley tragedy plus the situation at Reid-Hillview Airport in San Jose should be carefully reviewed by all responsible organizations before making a conscious decision to allow the proposed development. The value of the airport to the community is very high , but another serious accident could very well jeopardize the future of Buchanan Field Airport.
