HomeMy WebLinkAboutMINUTES - 12161986 - 2.8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, 'CALIFORNIA Adopted this Order on December 16 , 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Employee Carpools Using County Vehicles On December 2, 1986 the Board directed the Community Development Department to develop a pilot program for employee car- pools utilizing County vehicles. Barbara Neustadter, Community Development Transportation Division, appeared before the Board this date and advised that four County employees living in the Antioch area had expressed an interest in participating in the pilot program for a period of three months. She stated that at the end of the three month period a report would be made to the Board on the results of the pilot program. Board members expressed a desire to involve a greater number of County employees, from different areas of the County, in the pilot program. Therefore, IT IS BY THE BOARD ORDERED that Community Development Transportation Division is AUTHORIZED to conduct a pilot program for employee carpools, one each from East, West and Central County, using three County vehicles for a three month period, with monthly reports to the Board. cc: Community Development County Administrator hereby certify that this is a true and correct copy of an action taken and entered on the mirules of the Board of supervisors on the date shcwn. Direct that a pilot program including flex-time, staggered work hours and/or a 9-80 work schedule be implemented in the Community Development Department by February 1, 1987 . 2. Direct the CAO to appoint a Transportation Systems Management Committee to develop a management proposal which takes into consideration the experience of the Community Development Department as well as other transportation issues the County is dealing with. 3 . Direct that progress reports be filed with the Board every three months after the pilot program has been implemented in the Community Development Department. FINANCIAL IMPACT: The financial impact of the above recommendations is unknown, but is estimated to be minimal. Costs would include the development and implementation of the pilot program, and the time necessary to study the issue for implementation on a larger scale. BACKGROUND- On December 2, the Board referred a request on flex-time, staggered work hours and 9-80 work schedule from Supervisor Fanden to the CAO for review and report back on December 16 . The request from Supervisor Fanden recommended that all departments offer a choice of flex-time, staggered hours and/or a 9-80 work schedule by March 1 and that department heads not wishing to do so appear before the Board to explain the reasons why an exemption would be merited. Additionally, Supervisor Fanden recommended . that the program be evaluated after September 1, 1987 , a period of six months from the recommended implementation date. The subject matter as proposed is clearly a meet-and-confer issue, so unilateral implementation is not advisable. 2. As a subject of meet and confer, it would also be subject to amendment based on negotiations with different employee organizations. At this time, it is unknown whether employee groups would suggest changes. B. Other Considerations 1. The Community Development Department is currently developing a survey of its employees, the results of which could be used to implement a three-month pilot program in that department. 2. Experience of the Transportation Manager indicates that successful programs are started on a small . scale with a willing group of participants and their success causes the more reluctant observers to become more enthusiastic. An analysis of departments for which the program would be advisable also needs to be completed, which could be part of an educational process for departments. 3 . Without the support of all parties, such programs are less likely to be successful. At this point, support has not been determined. 4. A thorough review is necessary to .establish those job classes most appropriate for a flex-time, staggered work hours or 9-80 work schedule format. A CAO appointed group could do this in conjunction with a review of the pilot program in Community Development. This group could also report on the experiences of other departments and counties or cities and could recommend a timetable for County implementation. 5. The Fair Labor Standards Act might cause financial implications, due to the requirement that, for some employees, hours worked over 40 hours in a given week be paid at time and a half rates. This issue would need further research before a countywide plan is implemented.
