SUBJECT: STAFFING FOR THE WATER TASK FORCE

RECOMMENDED ACTION
ACCEPT this status report on the request of the Community Development
Department for additional funding of $25,000 to provide staff support to
the Water Task Force.
FINANCIAL IMPACT
No immediate financial impact.
REASONS FOR RECOMMENDATION/BACKGROUND
The Board of Supervisors, on July 29 , 1986, authorized the Water Task Force
and directed the Community Development Department to solicit nominations of
persons to serve on the Water Task Force. Accordingly, the Community
Development Department sought the nominations which were approved by the
Board of Supervisors on October 27 , 1986 upon the recommendation of the
Internal Operations Committee.
The first meeting of the Task Force took place on November 24, 1986 at
which time John Nejedly was selected as Chair, and Arliss Unger was se-
lected as Vice-Chair. The Water Task Force was not included in the Com-
munity Development Department' s budget as submitted and reviewed by the
Board during its fiscal year deliberations. Because the activities of the
Task Force are just beginning, there is no firm way to estimate the amount
of staff effort that will be necessary to function the Task Force. The
$25 , 000 estimate as submitted by the Community Development Department is to
provide approximately one-half of a professional employee, with full
clerical and overhead support.
The funding of activities of the Task Force appear to fall within one of
the following general areas:

A. As a sub-element of the Contra Costa County Water Agency which
has its own property tax funding.
B. Under Sewer and Water Planning budget of the Community
Development Department.
C. Provide additional General Fund financing for this Task Force in
the Community Development Department budget.
Until such time that it is clear as to the amount of activity to be under-
taken and the magnitude of the demand upon the current staffing, it seems
apparent that this function could be included in the existing Sewage/Water
Planning fund of the Community Development Department.
The next few months should reveal to us the level of activity that can be
expected of the Task Force and whether justification is apparent that would
demand special appropriation to the Community Development Department.
Engaging consulting services will be given serious consideration during
this monitoring period.
