SUBJECT: Approval of Arthur Young and Company and Stone, Marraccini and
Patterson to Conduct a Strategic, Architectural and Financial
Planning Study
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve selection of Arthur Young and Company and Stone, Marraccini and Patterson
to conduct a strategic, architectural and financial planning study to determine the
feasibility of replacing the County hospital .
Authorize the County Administrator and the Health Services Director to enter into nego-
tiations with Arthur Young and Company, the prime contractor, for provision of the ser-
vices described above.
Direct the County Administrator and the Health Services Director to return to the Board
on January 20, 1987 for final approval of the negotiated contract.
FINANCIAL IMPACT:
None at this time.
REASONS FOR RECOMMENDATION/BACKGROUND:
On January 14, 1986, your Board approved the Health Services Director 's recommendations
to construct a replacement County hospital subject to a feasibility determination. The
County Administrator and Health Services Director were directed to collect other infor-
mation and to report on the status of this project in 90 days. An Interdepartmental
Committee was formed to carry out the Board directives.
On May 6, 1986, your Board accepted the progress report on the replacement of the
County hospital project and approved distribution of a Request for Proposal to provide
strategic, architectural and planning assistance to the County. The Board directed
that funding for these services was to be paid from monies received from National
Medical Enterprises in return for bed license transfers.
As directed by the Board, the County Administrator's Office distributed a Request for
Proposals in May 1986. Six responses were received. A staff committee screened the
proposals and reduced the number of bidders to three, all of whom were interviewed by a
committee representing the County Administrator's Office, Health Services Department,
Auditor-Controller and General Services. It was the unanimous opinion of the committee
that Arthur Young and Company and Stone, Marraccini and Patterson should be selected.

Although it has been some time since the preliminary selection of a contractor, the
uncertainty about the National Medical Enterprises monies, and hence the funding source
for this contract, has delayed a return to your Board with a recommendation of a
contractor as directed on May 6. A change in the Certificate of Need law, effective
January 1, 1987, made it unnecessary for National Medical Enterprises to purchase
surplus bed licenses from the County.
On August 5, 1986 your Board authorized the County Administrator to pursue obtaining
payment from National Medical Enterprises for the sale of bed licenses. Following
discussions with the County Administrator and Health Services Director, National
Medical Enterprises officials have agreed to honor the former agreement and to send
sufficient funds in January 1987 for the hospital study.
