SUBJECT:
Bond Issues for Assistance to Agricultural Producers
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACW3ROUND AND JUSTIFICATION
RECOMMENDATION
Accept the report of the Director of Community Development regarding the development of
bond measures to assist the agricultural community and acquire lands for parks and other
public uses.
FINANCIAL IMPACT
Referral of this issue to the General Plan Review Planning Congress will have no fiscal
impact, however, policies which may emerge as part of the General Plan revision could have
undetermined fiscal effects.
BACKGROUND
On July 8, 1986 the Board referred to the Community Development Department for report the
issues of which General Plan Subcommittee should appropriately review Supervisor
Torlakson's suggestion that the county consider supporting State legislation for develop-
ment of bond funding issues to be placed on the ballot to purchase agricultural lands for
parks or other public purposes, with lease back arrangements for use by the agricultural
owner.
The appropriate Planning Congress body to consider the suggestion is the Agricultural and
Open Space Subcommittee; the Community Development Department will refer the item to that
Subcommittee.
