Bragdon Director of Community Development Cbsta DATE: December 12, 1986 cou ""' SUBJECT: Consultant Selection for the Countywide General Plan Review Program ---------------------------------------------------------------------------------------- SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND JUSTIFICATION RECOMMENDATION Authorize the Chairman to execute a Consulting Services Agreement with Duncan and Jones, urban and environmental planning consultants, to assist in preparation of the countywide General Plan. FISCAL EFFECTS The cost of the Consulting Services Agreement shall not exceed four hundred and twenty-eight thousand four hundred and twenty dollars ($428,420) . Approximately two thirds of the total amount would be incurred in the current fiscal year, and one third in F.Y. '87-'88. BACKGROUND Purpose The County General Plan Review Program was undertaken by the Board of Supervisors in order to provide a comprehensive evaluation of the County General Plan, in light of both the continual amendment process and of the many elements which have been added since the last. such comprehensive review in 1963. Program Goals The program will result in adoption of an internally consistent, readily available set of policy documents and diagrams expressing County General Plan policies and implementation programs. The plan will be countywide in scope, taking into account the plans ,and policies of Contra Costa County cities, special districts and surrounding counties. Special emphasis will be placed on the coordinative role of tjCoun'tcyjrticularly iLn the area of transportation and circulation. It will also include additional elements to reflect the unique characteristics and needs of Contra Costa County, including its natural and human environments: - A Growth Management Element which relates the timing of growth to the availability of facilities and services. This component of the plan will provide both a strategic plan for growth in the County and a monitoring system to enable the County to constantly measure projections against actual growth and gauge development proposals accordingly. - An Agricultural Resources Element which encourages the retention and improvement of agriculture by means beyond designation in the Land Use Element as Open Space. This element could be prepared separately or as a component of the Open Space and Conservation Element of the General Plan. Together, the policies enunciated in these documents will indicate those areas within the County where urban development is inappropriate and are expected to remain in agricultural use. Once this determination is made, the objective of the plan will be to identify and implement realistic measures to assure that agriculture may continue as a viable enterprise within the County. It is anticipated that the element will also address the question of rural residential "ranchette" uses. - An Air Quality Element which identifies existing conditions, explores the implications of the other elements on future air quality problems. This element will be prepared in accordance with the guidelines provided by the Bay Area Air Quality Management District. - A Community Facilities Element which identifies policies and standards for the provision of public facilities, services and utilities, and provides a foundation for the Growth Management Element. As may be seen from these goals, while the plan must meet the requirements of the state planning law, success will be measured by the extent to which it is implemented. The program will accordingly be geared toward execution rather than depiction, with major emphasis on implementation. Program Status Since December, 1985, program staff have completed and distributed substantial background reports, including Growth Trends, and Issues Paper, Recent Growth Trends, Summary of Agency Plans and Policies, and Summary of City and County General Plans. Substantial progress has been made on the preparation of background reports in the areas of Noise and Seismic Safety. In addition, a complete existing land use inventory based upon Land Information Systems records and other local planning resources is now available--for..:�;use;: i:nithe program in both printed and mapped forms. This inventory includes both incorporated and unincorporated land parcels in the County. These documents, along with the existing County General Plan and relevant maps and ordinances, form the basis for the planning effort. The General Plan Review Citizen's Advisory Committee (Planning Congress) has been formed, including representatives of the County's 18 cities, special districts, labor, environmental , agricultural , educational and development interest groups. Each Supervisor is a member of the Congress, and has designated citizen representatives from each supervisorial district. Seven meetings of the entire Congress have been held; six more meetings are scheduled through June 1987. It is anticipated that additional meetings will be required through September, 1987. The Planning Congress has formed Infrastructure, Jobs/Housing Balance and Agriculture/Open Space Subcommittees. Meeting generally twice per month to review the issues papers and to gain a common level of understanding of the subject areas and regulatory context within which the formulation of goals, policies, and objectives will take place; the subcommittees are fast approaching the point at which specific proposals must be debated and decided in order to move the plan forward to public hearings. Details of the Work Program Attachment 1 is an interim timeline depicting the anticipated program work schedule; indicating the interaction between the Planning Congress, the various subcommittees, and certain other operating committees; and breaking the program down into five major task areas. The attachment also indicates the anticipated completion times for specific work products. - 3 - Attachment 2 is a detailed work program which depicts the actions required to complete the plan and an indication of the participants in each activity (i .e. , staff, consultants, Congress, subcommittees) . Some adjustments to these attachments may result from final contract negotiations. As shown in Attachment 1, the Director of Community Development will be presenting monthly status reports on the program to the Board of Supervisors in 1987. To the extent possible, these reports will coincide with the release of major draft documents and other program products. Status of Consultant Selection Process On September 22, 1986, staff sent 52 Requests for Proposals to planning and engineering consulting firms soliciting assistance in preparation of the countywide General Plan. On October 1, 1986, a scoping session was held for interested consultants, at which approximately 15 firms were represented. By the October 15, 1986, deadline, five full proposals and two proposals of more limited scope were received by the Community Development Department from consulting teams representing approximately 30 consulting firms. At the October 9, 1986 meeting of the General Plan Review Planning Congress, staff announced that the consultant selection committee would be composed of representatives from the County Administrator, Community Development and Public Works Departments, and the four nominated members of the Planning Congress (Frank Stone, Antioch City Council ; Larry Crouchett, District 1; Eric Hasseltine, Contra Costa Council ; Dale Sanders, Citizens for Public Interest Planning) . On October 23rd, the consultant selection committee met and reviewed the merits of the proposals. Of the five consultant proposals originally submitted, the committee chose three teams to interview in person. The following week the selection committee interviewed the three teams (the Planning Collaborative, EDAW, and Duncan and Jones) , as well as a fourth transportation consultant. On November 3rd the committee met again to discuss each of the three interviewed consultant teams. The group decided by consensus on a favored prime contractor (Duncan and Jones) , as well as two favored subcontractors: Barton Aschman (transportation consultants) , and Brown and Caldwell (engineering) . The selection committee further decided to seek an expanded work program from the fiscal/economic firms and additional information from the favored prime consultant. Finally, on November 20, 1986, the consultant selection committee met to again interview the fiscal/economic consultants and to finalize its deliberations. The committee by consensus chose two favored economic consultants, Economic and Planning Systems to perform the bulk of the financial and fiscal analysis, and Don Owen Associates to prepare studies dealing specifically with infrastructure financing techn.i'ques:=`" "`The group reviewed additional material from the previously favored prime consultant (Duncan and Jones) , and reiterated its support for the firm. A breakdown of the costs for the recommended consultant team is as follows: Cost Prime Consultant $160,000 (Duncan and Jones) Transportation Subconsultant 110,000 (Barton Aschman) Civil Engineering Subconsultant 101,420 (Brown & Caldwell ) Fiscal/Financial Agriculture Subconsultant 42,000 (Economic and Planning Systems) Infrastructure Financing Subconsultant 15,000 (Don Owen Associates) TOTAL $428,420 The Director of Community Development concurs with the recommendations of the consultant selection committee and requests that the Board authorizes the execution of the proposed contract. Staff is prepared to negotiate a final scope of work and contract amount with the recommended consultant team.
