Action of Contra Costa County - Approve and authorize the Chairman of the Board of Supervisors to execute on behalf of the. County and the County Library an agreement with the Flood Control District (FCD) and the San Ramon Redevelopment Agency for allocation of tax increment funds - in connection with the proposed San Ramon Redevelopment Project. B. Action of the Board of Supervisors acting as ex-officio governing body of the Contra Costa County Flood Control and Water Conservation District (FCD), - approve and authorize the Chief Engineer to execute an agreement with the County;the County Library and the San Ramon Redevelopment Agency for allocation of tax increment funds in connection with the proposed San Ramon Redevelopment Project. Agreement is on file with the Clerk of the Board of Supervisors for public review. FINANCIAL IMPACT The Agreement is intended to alleviate financial burden and detriment to the County, County Library and Flood Control District which would be caused by the proposed redevelopment project if there were no agreement. Under the Agreement the. County, Library and Flood Control District will receive a portion of increased property taxes from the project area equivalent to the amount that would have been received had there been no project adopted. Reasons for Recommendation/Background The Agreement is recommended as being in conformance with California Community redevelopment Law. It allows the proposed project to go forward without,5depriving the County of revenue it would have received had there been no project: Basic provisions are as follows: - 1. The project consists of two non-contiguous areas known as the Crow Canyon Area and the Alcosta Area, respectively. The County (also Library and Flood Control District) will receive 100% of its normal share from any increase in property taxes within the Crow Canyon Area. The Agency will make payments in lieu of taxes for property removed from the tax rolls as a result of Agency ownership. 3. The Agency will reimburse the County for Auditor-Controller expenses related to the division of taxes. 4.
