Spooner , Contracts AdministratorC/�JJIa DATE: December 3, 1986 C"`""•1 SUBJECT Notice of Award 429-259-17 from the State Department of Health Services for the Refugee Preventive Health Services Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Accept $42,500 from the State Department of Health Services for the period July 1, 1986 - June 30, 1987 for the Refugee Preventive Health Services Program. II. FINANCIAL IMPACT: This award by the State results in $42,500 of State funding for the Refugee Preventive Health Services Program. Sources of funding are as follows: $42,500 State Department of Health Services 26,220 County In-Kind (Employee salaries and benefits above grant) 12,160 Health Services Overhead (Fixed) 6,840 County (A-87) Overhead (Memo only - not charged to Budget Unit) $87,720 Total Program. Health Services Overhead and County In-Kind are included in the FY 1986-87 Public Health Budget. No additional County funds required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: For over five years the County has participated in the Refugee Preventive Health Services Program with the State Department of Health Services. Program funds are used to provide interpreter services by trained bilingual Health Aides to assist medical staff to provide needed health services to Contra Costa's extensive refugee population (Southeast Asian, Afghanistan, Polish, Chinese, etc.) . On July 15, 1986 the Board approved Standard Agreement #29-259-16 to allow continuation of the program during FY 1986-87 and assure compliance with Chapter 1, Section 17000-17003 of the Welfare and Institutions Code. The Health Services Department recently received a notice of award from the State Department of Health Services, granting the Department the $42,500 of funding approved by the Board on July 15, 1986 for the Refugee Preventive Health Services Program for FY 1986-87. The State has discontinued the use of standard agreements between the State and local jurisdictions as the mechanism for administering Federal Refugee Funds. Instead, these funds will be administered as a subvention to local government based upon an approved project plan and budget negotiated between the State and the recipient jurisdiction. This will allow workplan and budget revisions without the need for contract amendments , thereby reducing the administrative load on both parties.
