SUBJECT: Approval of Contract Amendment Agreement #24-301-12 with the Center for Human
Development to extend the School-Community Primary Prevention Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the County, Contract
Amendment Agreement #24-301-12 with the Center for Human Development, effective
October 31, 1986 to extend the 12-month Contract #24-301-10 (as amended by
Contract Amendment Agreement #24-301-11) for two additional months through
December 31, 1986, and to increase the previous 12-month Contract Payment Limit
of $80,183 by an additional $7,332 for a new total Contract Payment Limit of
$87,515 for the 14-month period from November 1, 1985, through December 31, 1986,
This document also includes a 3-month automatic extension from December 31, 1986,
through March 31, 1987; in the amount of $14,000.
II . FINANCIAL IMPACT:
This program continues to be 100% funded by State funds available through AB1409,
Chapter 1285, Statutes of 1982, and the augmentation of 1983 under the County's
Contract #29-435-7 (as amended) with the State Department of Alcohol and Drug
Programs (State Contract #D-023-5) .
III . REASON FOR RECOMMENDATION/BACKGROUND:
In early November, the County received an award letter from the State Department
of Alcohol and Drug Programs (see attached State letter, dated October 28, 1986)
advising the County that the State would be extending its Contract #D-023-5
(County #29-435-7) with Contra Costa County for two additional months so that the
original 12-month contract period would be changed into a 14-month period
(November 1, 1985, through December 31, 1986) . Later in November the County
received another letter from the State (see attached State letter, dated November
7, 1986) advising the County that the State would be awarding Contra Costa County
a 10-month Contract for the period from January 1987 through October 1987 to con-
tinue the "School-Community Primary Prevention Program." The County in turn
contracts with the Center for Human Development, Inc. , to carry out the program
activities and services. It is necessary to extend Contract #24-301-10 with the
Center for Human Development in order to be able to comply with the requirements
of the County's pending 2-month Contract extension and 10-month contract with the
. State Department of Alcohol and Drug Programs and to allow the continuation of
program services, while waiting for the State to process the pending contract
documents for approval by the Board of Supervisors in the near future.
