Spooner, Contracts and Grants Administrator Cpst DATE: December 4, 1986 SUBJECT:Approval of FY 1986-87 Novation Contract #24=309-5 with Early Childhood Mental Health Program, Inc. (Preschool ;Menta-1'Health Teams) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Novation Contract #24-309-5 with Early Childhood Mental Health Program, Inc. in the amount of $97,438 for the period July 1, 1986 - June 30, 1987 for the provision of assessment and early intervention services for preschoolers and their families and case and program consultation and training services for preschools and child care providers in East and West county. This document includes a six-month automatic extension from June 30, 1987 - December 31, 1987 in the amount of $48,719. II . FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for FY 1986-87, including a $4,671 increase which was provided by the Board of Supervisors for cost-of-living increases (salaries and fringe benefits) for contractor's staff. The Contract Payment Limit is funded approximately 85% by State Mental Health funding and 15% County funding, estimated as follows: $82,394 State funding 15,044 County funding 97,438 Total Contract Payment Limit III . REASON FOR RECOMMENDATION/BACKGROUND: This contractor has been providing services under an automatic extension of the FY 1985-86 Contract #24-309-3 and Contract Amendment Agreement #24-309-4. Novation Contract #24-309-5 replaces the six-month automatic extension under the prior contract. This contract provides an important early intervention program. Services are given on-site to troubled preschoolers identified by preschool staff/child care providers. The ability of preschool and child care staff to effectively handle difficult children (and all children) is enhanced by the learning that takes place in collaborating around meeting the needs of the identified "troubled child" in the preschool/day care environment.
