Spooner, Contracts Administrator Cbstaa DATE; December 3, 1986 Cry 1* SUBJECT: Approve Special Needs and Priorities (SNAP) Agreement 429-336-1 with theState Department of Health Services for funding to control an outbreak of Early Primary Syphilis SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, SNAP Agreement #29-336-1 with the State Department of Health Services for $1,900 of SNAP Public Health Emergencies funding for the period October 1, 1986 - January 1, 1987 to control an outbreak of Early Primary Syphilis in the Pittsburg and West Pittsburg areas. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $1,906 of State funding for this project. Current County employees expert in treating sexually transmitted disease will provide the services. The hours spent in this clinic will be overtime hours for these staff members . No County matching funds are required under this SNAP allocation. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 21, 1986 the Board approved Special Needs and Priorities (SNAP) Proposal #29--336 for submission to the State Department of Health Services for funding to control an outbreak of early primary syphilis. During June, July and August of this year 24 new cases of early primary syphilis were detected in the Pittsburg and West Pittsburg areas. In the past, public health efforts have limited the number of cases in those two cities to five per year. To prevent the spread of this disease to other parts of the County and State, special efforts toward prevention were immediately initiated. In response to the County's SNAP Proposal, Agreement #29-336-1 provides funding for screening for early detection of infected cases. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) . The Board Chairman should sign four copies of the agreement, three of which should then be returned to the Contracts and Grants Unit for submission to the State.
