CHIEF DEPUTY PUBLIC ADMINISTRATOR
DEFINITION:
Under general direction, to plan, organize and direct the
administration of the estates of deceased persons which are assigned to the
County; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This single position class is responsible for supervising the
day-to-day activities of the public administrator's office within the District
Attorney's Department.
The Assistant Public Administrator reports to and receives direction
from the District Attorney who also functions as the Public Administrator for
the County.
TYPICAL TASKS:
Conducts or supervises the conduct of investigations of estates of
deceased persons; takes or supervises the taking of inventories and the
assumption of assets of assigned estates; makes or supervises the making of
comprehensive searches for property, bank accounts, wills and other assets, and
heirs; prepares or supervises the preparation of preliminary estimates of value
of assets; meets and confers with relatives, heirs, attorneys, banks, title
companies, and other interested parties; managers real property of estates,
liquidating assets when necessary; arranges for filing and publication of
notices of sale, notices to creditors, and other legal notices required by
State law; supervises staff assigned to the public administrator's office;
confers with the District Attorney - Public Administrator regarding legal
aspects of estate administration; signs legal transactions, administrative
reports and other documents required in the disposal of estate assets in the
name of the District Attorney - Public Administrator; testifies in court on the
administration of estates, as required; maintains financial records as required
by law.
MINIMUM QUALIFICATIONS:
Education: Possession of a baccalaureate degree from an accredited
college or university with a major in business administration or public
administration, or a closely related field.
Experience: Three years of full-time or its equivalent experience as
a Deputy Public Administrator in a public agency which -involved responsibility
for administering the estates of deceased persons and/or guardianship estates.
Substitution: Additional experience as Deputy Public Administrator
or experience as a trust officer in a bank, investigator of assets, or
experience in a similar position involving estate or property management may
be substituted for the required education on a year-for-year basis up to a
maximum of four years.

KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of the laws and regulations pertaining to the operation of a
Public Administrator's Office; knowledge of probate, tax and other laws
affecting the administration of estates and of processes involved in the
investigation and administration of estates, including real estate practices,
banking and other financial procedures; the ability to supervise staff and
manage the functions of an office; ability to process various types of
correspondence involved in managing estates including financial record keeping;
ability to prepare clear and comprehensive reports; ability to deal tactfully
and effectively with the public.
