McPeak Contra Costa DATE: November 19 , 1985 County SUBJECT: Community Participation Process for a Growth Management Plan and Preservation of Quality of Life SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation: Declare the intent of the Board of Supervisors to develop an orderly Growth Management Plan and Preservation of Quality of Life Policy for Contra Costa County. Refer to the Board of Supervisors Finance Committee the matter of determining the costs for a broad-based community participation process which maximizes the involvement of the cities and which utilizes the resources of the Contra Costa Community College District and the local media, particularly the local cable television companies. Request the Finance Committee to report to the Board of Supervisors by December 31, 1985 the financial requirements for a community participation process and delineate the timetable relationships to the General Plan update. Background It is clear that a Growth Management Plan is long overdue that would be the product of cooperation and coordination with the cities and broad citizen participation. The quality of life in our communities must be preserved or enhanced by growth, not undermined. It is imperative that the Board of Supervisors initiate discussions with all interested parties and potential resources in order to outline a realistic process with which everyone is comfortable. There must be maximum cooperation among cities, between the cities and the county and between general purpose local government and special districts ( such as schools, fire, recreation, parks , etc. ) is essential to develop a rational plan supported by the public. The Communnity College District and local media, particularly the cable television companies, have unique resources that would allow countywide citizen participation on a broad scale. This could be truly an exciting adventure in democracy. CC: Finance Committee ATTESTED County Administrator Phil Batchelor, Clerk of the Board of Supervisors and County Administrator M382/7-83 BY / DEPUTY Background page 2 An effective Growth Management Plan should evolve out of a countywide citizen participation process, but should address at least the following: - the need for a jobs-housing balance throughout the county. - the need to ensure that growth provides essential infrastructure or that growth occurs only as necessary infrastructure is available; - the need to implement as soon as possible improvements in the transportation system through local planning and action initiatives and to aggressively implement TSM ( transportation systems management) for all employment centers. - the need to encourage higher density development around public transit hubs and to target infilling for growth topreserveop-en-_space. the need to preserve open space and prime agricultural land and to protect the water , air and soil resources ; including. urban creeks ; .--- ___ -- - the need to encourage specific plans for developing areas as a positive growth management tool; - the need to ensure necessary economic development support services , such as child care, are provided as the communities grow; - the need to ensure adequate safety services such as. fire, police, and emergency medical care are available to handle the growth; - the need to ensure adequate educational facilities are available. The above is only an initial list of considerations that must go into a useful Growth Management Plan and Preservation of Quality of Life Policy. However, it does itemize some of the issues which must be addressed.
