S People for Open Space supports the-Countywide General Plan Study guidelines outlined by Supervisor Powers in his October 30, 1985 memo. In addition to the points covered under "standards for the study," we recommend the following amendments: 1. The plan should be countywide, that is a plan for incorporated as well as unincorporated areas of the county. 2. Seek protection of the maximum amount of open space in the county recog- nizing its contribution to the county's economic vitality and to the residents' quality of life: enhancing community identity by promoting city-centered, compact growth; providing food grown on the farms and ranches; preserving natural systems -- plant and animal habitats, wetlands, and rivers; promoting safety by directing growth away from hazardous areas -- areas vulnerable to fire, floods, earthquakes, and landslides; offering recreational opportunities for public and private use; protecting public health by producing clean air and water from the forests and watersheds, and fulfilling people's psychological need to be within sight of and have access to open space. 3. Ensure that the countywide plan takes into account and supports Bay Area wide planning objectives. As a way of involving the cities in the planning process we would suggest compiling all the city general plans, overlaying them on the existing County General Plan, and identifying inconsistencies between city and county designations and potential conflict between cities. A second step should be to calculate the projected buildout of all the cities, and then determine the feasibility of implementing the growth plans given the existing carrying capacity of roads, sewers, public transportation, and water supplies. We applaud Contra Costa County for making the effort to update the General Plan and we would be happy to participate in the process.
