SUBJECT: Implementation of Child Care Policy
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Acknowledge receipt of this status report on implementation of the Child
Care Policy adopted by the Board of Supervisors on September 24, 1985 and
direct that the following actions be taken:
1. The Director of Community Development is to prepare a report and
recommendations on the implementation of procedures to simplify
regulations and the permitting process, minimize fees and shorten
the approval process for applications for the development of
child care facilities.
2. The Director of Community. Development is to prepare a report on
the steps to be taken to incorporate child care requirements into
the County General Plan. The report is to set forth a timetable
for implementation.
3 . The County Administrator and Director of Community Development
are to review and prepare an evaluation of the final report of
the Contra Costa Child Care Task Force.
These reports are to be presented to and discussed with the Planning,
Transportation, Housing, and Development Committee prior to transmittal to
the full Board.

BACKGROUND
On September 10, 1985 the Board received a recommended Policy for Support
of Child Care developed by the Contra Costa Child Care Task Force and set
September 24, 1985 for a public hearing on the matter. In addition, the
Board referred to the Planning, Transportation, Housing and Development
Committee the matter of reviewing the Task Force guidelines for development
of a Child Care Ordinance and requested the Committee to review such
material and recommend an appropriate ordinance for Contra Costa County.
On September 24, 1985 the Board adopted a Child Care Policy Statement and
instructed the Director of Community Development to incorporate said policy
into the. General Plan and/or appropriate elements of the Plan.

On October 14, 1985 our Committee reviewed this matter and received com-
ments from Joan Kelly, Ken Johnson, and Linda Best, all of whom participat-
ed on the Child Care Task Force. We discussed the child care program being
administered by the City of Concord whereby a one-half percent developer
fee is used to subsidize the cost of child care, to make loans for the
construction of child care facilities, and to provide training to child
care facility staff. There was discussion about the need to ease the
zoning regulations so as to facilitate development of child care
facilities. It was learned that the Child Care Task Force is recommending
the establishment of a countywide non-profit agency to coordinate and
support efforts on the part of both private and public parties to develop
child care facilities. We also discussed the need to develop child care
standards for inclusion within the County General Plan.
It was determined that a staff . report should be prepared on short-term
actions which could be taken immediately to facilitate the processing of
applications for development of child care facilities and that an addition-
al report should also be prepared on the subject of longer range issues
including incorporation of the Child Care Policy into the County General
Plan. During the discussion, it was learned that the final report of the
Child Care Task Force will be issued very soon. The Committee requested
the County Administrator and Director of Community Development to review
and evaluate the final report.
