HomeMy WebLinkAboutMINUTES - 11051985 - WC.2 TO: BOARD OF SUPERVISORS FROM: WATER COMMITTEE DATE: NOVEMBER 5, 1985 SUBJECT: PROTECTION OF SOUTHEAST COUNTY RESERVOIR WATERSHED AREA Specific Requests or Recommendations & Background & Justification RECOMMENDED ACTION 1 . Support the Contra Costa Water District in its efforts to acquire in the southeast portion of the County a reservoir watershed area for a water storage facility for municipal and industrial water uses in Contra Costa County. 2. Support the concept of participation by federal , state, and Bay Area water agencies in an enlarged project to serve other water storage needs including offstream storage of surplus waters for Central Valley agricultural use. 3. Direct that the Water Committee monitor the activities of the Contra Costa Water District and other water agencies , and participate in the deliberations leading to the selection of an East County reservoir site. 4. Direct that the Water Committee and the Board of Supervisors representative to the Committee for Water Policy Consensus work to gain the recognition of the benefits and merits of the construction of an offstream reservoir facility taking into account the cost- benefit facts on State of California agriculture as well as the municipal industrial water uses. 5. Direct the Community Development Department to schedule a presentation to the Board of Supervisors on the plans and positions of various agencies , related to a reservoir site in the southeastern portion of the County. This presentation should be led by the Bureau of Reclamation with participation and/or comments by the State Department of Water Resources, Contra Costa Water District, and East Bay Municipal Utility District. FINANCIAL IMPACT Staff activities and Water Committee monitoring are included in current budgets of Community Planning and Contra Costa County Water Agency. In recent months , there has been renewed activity concerning land uses and real estate developments in the southeastern quadrant of the County. In recognition of this, Contra Costa Water District has embarked on a program of exploring various alternatives, costs, and steps necessary to protect the Los Vaqueros watershed for long-term water storage purposes. They have made preliminary contact with state, federal , and Bay Area water agencies concerning the various needs, programs, justifications, etc. , concerning the Kellogg-Los Vaqueros area . In the next few months, Contra Costa Water District will be aggressively pursuing the proposal . It is presumed that the issue will require some type of ballot issue, at least within the Contra Costa Water District. It is incumbent upon the County of Contra Costa to monitor and participate in these activities because of the impact that this project may have on the industrial and domestic uses of water within the County, as well as the implications of the project on the State Water Plan.
