SUBJECT: General Plan Amendment , Clyde area
The Board on October 22, 1985 deferred decision on its
hearing on the recommendation of the County Planning Commission with
respect to the request of Westmont Company for a general plan amend-
ment to redesignate approximately twelve acres of land from Single
Family Residential High Density, Parks and Recreation , and
Neighborhood Business to Multiple Family Residential High Density
located between Medburn and Sussex Streets east of Port Chicago
Highway in the Clyde area .
Supervisor McPeak reviewed the issues , the character of
Clyde , and the former general plan review and expressed her support
for retaining the single family designation for Clyde .
Supervisor Schroder advised that he had met with the
members of the Community of Clyde and they had expressed their con-
cerns over the subject application . He commented that he was
impressed to note during his visit that Clyde had three parks . He
commented that he could understand the concerns of the residents
that inserting a different type of residential unit in the small
community could certainly have an effect on the use patterns in the
area , but that he did not think that the parcel under consideration
is really suited for single family use , being bordered by light
industrial on the south, and not in close proximity to the single
family residences on the north. He stated that he agreed with the
Planning Commission recommendation that some type of multiple
transitional use would be the proper use for this particular parcel
and he could vote for the recommendation of the Planning Commission
relative to medium density multiple use , but that he did see a need
for improvement to the access to the area , particularly Port Chicago
Highway , and a need for provision for parking .
Supervisor Torlakson inquired if there had been dialogue
with the developer with respect to bonuses for senior or low income
housing .
Jim Cutler , Chief of Comprehensive Planning, Community
Development Department , referred to the October 28, 1985 memorandum
prepared for the Board by the Director of Community Development
commenting on the potential for consensus , design issues , ownership
or rental project and inclusion of railroad lands . He commented
that a development project was not before the Board at this time and
the appropriate way to proceed is to designate the density on the
general plan . He suggested adding wording to the general plan text
to address the railroad lands .
Supervisor Torlakson suggested that an amendement to the
general plan should meet the character of the community with respect
to predominately home ownership , high percentage of senior citizens ,
and density.
Supervisor Powers suggested that multiple designation
seems to be an appropriate transition between industrial and single
family.

Supervisor Fanden commented that this seems to be
appropriate infilling, meets the criteria of jobs and housing
balance , is adjacent to roads and the infrastructure is there , but
there is the problem of the Naval Weapons Station and she would like
to see that facility .moved to a remote spot away from a populated
area . She advised that she felt comfortable voting for the recom-
mendation of the County Planning Staff and the County Planning
Commission to support the general plan amendment .
Supervisor McPeak commented that the motion to deny was
tabled to this day to provide the Board with an opportunity to
review the testimony and to review the site . She stated that she
had a real desire to work with all parties to ensure that whatever
is approved is the best for the community, and in the interest of
trying to bring consensus to the Board and to create an atmosphere
for cooperation in the design stage , she would offer a substitute
motion for the motion that was tabled , as follows:
To approve the County Planning Commission' s recommendation
with the following modifications to the general plan text:
1 . That the Planned Unit Development design reflect the
nature , traditional design and history of the community.
2. That there be encouraged in the design a mixture of
units for home ownership and rent .
3. That there be encouraged in the project inclusion of
senior housing, especially if there is request for consideration of
density at the higher end of the range of medium multiple density.
4. That there be retention of east/west access along
Medburn .
5 . That there be retention of the park south of Medburn
in the southeast part of Clyde .
6. That improvements to accommodate increased traffic now
on Port Chicago Highway be a part of the design conditions of the
planned unit development .
Supervisor Powers advised that he would second the inten-
tion of the motion along those lines if it were in the form of
instructions to staff to bring back to the Board for approval amend-
ment to the text incorporating those modifications .
As recommended by Supervisor McPeak and seconded by
Supervisor Powers , IT IS BY THE BOARD ORDERED that it declares its
intent to approve the proposed general plan amendment and DIRECTS
staff to prepare for the Board' s approval the appropriate text
incorporating the above modifications .
