HomeMy WebLinkAboutMINUTES - 10291985 - T.1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 29L 1985 , by the following vote: AYES: Supervisors Powers , Schroder , McPeak , Torlakson , Fanden NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Hearing on Proposed Airport Development Agreement The Chairwoman convened the hearing on the request of Reynolds and Brown for approval of the Airport Center Development Agreement for development of a 13-acre site located at Buchanan Field Airport at the northeast corner of Concord Avenue and John Glenn Drive . The development agreement includes a total of 416 ,000 net square feet of office space including ten, six, and five story office buildings within the County' s presently existing height limi- tations . A. A . Dehaesus , Director of Community Development , in a September 10 , 1985 report to the Board advised that the Zoning Administrator held a public hearing and subsequently approved the agreement . Following the public hearing this day, Mr . Dehaesus recommended that the Board adopt an ordinance for the Airport Center Development Agreement , authorize the Director of Community Development to execute the agreement following signature by the applicant , and authorize the Chairwoman to execute the option to lease . The Chairwoman declared the hearing open and the following persons presented testimony: Grace Ellis , representing Citizens for Responsible Growth , 1718 Via del Verdes , Concord , expressed concern that the project will increase traffic congestion along Concord Avenue . She expressed the belief that the height of each of the proposed buildings should be limited to four stories . Byron Campbell , representing Citizens for Better Contra Costa , 1874 Denkinger Road , Concord , spoke on the impact of increased traffic on Concord Avenue that would occur if the development agreement is approved and urged the Board to oppose the request of Reynolds and Brown . Dia Lei McCulloch , 3035 Vessing Road , Pleasant Hill , requested the Board to consider the height of the buildings in rela- tion to the proximity to Buchanan Field Airport . She also voiced her opposition to the proposed develpment . Ed Dimmick , representing Citizens for Better Walnut Creek , 1251 Sheppard Court , ' Walnut Creek , spoke in opposition to the pro- posed project . He referred to traffic congestion and gridlock and the impact this could have on emergency vehicles responding to calls . Russell S. Greenlaw, representing United Professional Firefighters , Local 1230 , 112 Blueridge Drive , Martinez 94553, advised that he was not opposed to the project per se , but expressed concerns relative to fire safety. Jon Reynolds , the Developer , 1200 Concord Avenue , Concord , described the project in terms of design aesthetics , function , den- sity , and fire safety . He advised that the project has incorporated within the development plan the elements of transportation system management as well as child care . He requested the Board to approve the Development Agreement . All persons desiring to speak having been heard , IT IS BY THE BOARD ORDERED that the hearing on the proposed development agreement is CLOSED . PASSED by unanimous vote of the Board . Supervisor McPeak spoke on the issue of response time in dealing with emergencies at the airport and the need for a plan to handle emergencies . She proposed securing a commitment from the fire chiefs and fire commissioners as to the use of money (acquired from the possessory interest split) to be dedicated to the develop- ment of a plan for responding to emergencies at the Airport . Supervisor McPeak requested the Public Works Director to report on December 3, 1985 , on a proposed emergency response plan for the Airport . Board members reviewed the testimony and were in agreement that there were several areas of concern in which more information is desired prior to making a decision . Therefore , IT IS BY THE BOARD ORDERED that decision on the request of Reynolds and Brown is DEFERRED to November 5, 1985 , and that the Public Works Director is REQUESTED to report on the issues of the program plan for the development , traffic and transportation , fire safety, child care , General Plan for the area , and air quality in the vicinity of Solano Avenue and Concord Avenue .
