SUBJECT: Fire District Review of Development Applications
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Request that the Community Development Department convene a
meeting between the Fire Districts and the Public Works
Director to discuss reconciling varying County Ordinance
Code requirements relative to minimum acceptable road widths
and issues relating to the construction of County roads.
2 . Request that the Community Development Department convene a
meeting between the Fire Districts and the Building
Inspector to discuss enforcing requirements that the
Building Inspection not approve a building permit until it
has been signed off by the appropriate Fire District.
3 . Request the Building Inspector to advise all persons
applying for a building permit that it is the responsibility
of the individual requesting a building permit to
simultaneously submit all necessary plans to the appropriate
Fire District so they can be reviewed and approved by the
Fire District before a building permit is issued.
4 . Request the County Administrator to schedule the first
meeting between the Board of Supervisors and the Fire
Districts before the end of calendar year 1986 and prepare
an agenda for that meeting in consultation with the Fire
Chiefs. One item for that meeting might include a status
.report on the above recommendations and a summary of the
issues relating to the Fire Districts with which the Board
has dealt during 1986.
5 . Remove these items as referrals to our Committee.
BACKGROUND:
In our last status report on Fire District related issues on
September 10, 1985, the Board agreed to request that the Fire
Chiefs, Director of Community Development, and Public Works
Director meet to work out a mechanism whereby fire districts

can have more appropriate input to conditions on the approval of
development applications and report to our Committee October 28 .
Our Committee met with representatives from the Community
Development Department and most of the Fire Districts on October
28. A meeting has been held between Community Development
and the Fire Districts. Substantial agreement has been reached
regarding the needs of the Fire Districts and ways to meet those
needs. Further meetings will be set up by Community Development
with the Public Works and Building Inspection Departments to
discuss issues reflected in the above recommendations.
It is important that the Building Inspection Department not issue
a building permit until it has been approved by the appropriate
fire district.
Our Committee continues to be concerned that meetings between the
Board of Supervisors and the Fire Districts have not yet been
scheduled. We believe the Board has taken a number of
significant actions regarding the Fire Districts during the past
year, and that major other items are receiving substantial
attention from the Board. These, and related items, need to be
discussed with the Fire Districts, and we are, therefore, asking
that the first of the meetings we asked be set up with the Fire
Districts be scheduled before the end of December.
It appears that good progress is being made on the review of
development applications, and there is no longer any need for
this matter to remain on referral to our Committee.
