SUBJECT: Establishment of Urban Creeks Task Force
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Indicate an intent to establish an Urban Creeks Task Force
effective December 1 , 1985 .
2 . The Task Force would . sunset June 30, 1986 .
3 . The following groups should be invited to nominate members
to be appointed to the Task Force by the Board of
Supervisors:
Friends of Creeks in the Urban Setting
Urban Creeks Council
Sierra Club--Urban Creeks Task Force
Diablo Valley Fly Fisherman
Greenbelt Congress
Soil Conservation Service
Building Industry Association of Northern California
Public Works Officials appointed by Mayors ' Conference ( 2 )
Planning Officials appointed by the Mayors ' Conference ( 2 )
Members selected from existing Flood Control Zone Committees
appointed by Board of Supervisors ( 2 )
The East Bay Regional Park District
The Save San Francisco Bay Foundation
4 . The charge to the Task Force would be as follows:
A. The issue of land use adjacent to major streams is
already programmed to be considered as part of the
Countywide General Plan review. The Community
Development Department, with the assistance of the
Flood Control District, will include consideration of
flood control and stream enhancement concepts in its
discussion with the General Plan Review Committee.
The Task Force will consider the appropriate policy and
level of detail for consideration in the Countywide
County General Plan Review. This Task Force' s efforts
will be an input to the County General Plan review.

B. The Task Force will review options available to the
County for additional regulatory control of land use
along stream banks. They will consider ordinances that
would provide creek bank control not covered by the
current Ordinance Code.
C. The Flood Control and Water Conservation District and
the Community Development Department staff will explore
the value and desirability of developing an inventory
of the current status of majorl and secondary creeks
within the County. Such an inventory could catalogue
the flood control improvements already in place in each
major watershed, delineate those creek stretches that
are improved, partially improved, or remaining in a
natural state and the approximate capacity of each
reach. The purpose of this in could be to
locate those major and secondary streams where the
potential exists to preserve them in their natural
setting while continuing to provide adequate flood
protection. The inventory could also identify where
adequate flood protection couid be provided using
structural means while keeping streams natural in
appearance. In addition, the study could review the
planned land uses adjacent to the creeks.
The Task Force will be responsible for reviewing the
work program for such a study Iand to consider
suggestions as to how it can be implemented.
5 . The Task Force will be staffed by both the Community
Development Department and the Flood Control Division of the
Public Works Department.
6 . Additional funding for incidental expenses of mailing,
copying, and typing in an amount not to exceed $5 ,000 should
be sought from such organizations as the State Lands
Commission or the Coastal Conservancy.
7 . Direct the Director of Community Development and the Chief
Engineer, Flood Control and Water Conservation District, to
circulate this proposal to all concerned groups for comment,
seek funding for the Task Force from all likely groups, and
report to our Committee on November 25, 1985 on any comments
that are received and any prospects for funding with the
understanding that our Committee wiill make final
recommendations to the Board on December 3 , 1985 .
BACKGROUND:
On May 21 , 1985 , upon the recommendation of our Committee, the
Board directed the Community Development Department to recommend
the membership and charge for a proposed Urban Creeks Task Force.
The Director of Community Development has now submitted a report
to our Committee. We met with the Director of Community
Development on October 14, 1985 and agreed to recommend the
creation of such a Task Force in principle. However, we want the
report circulated to all appropriate groups so we can insure that
every organization is assured that they have appropriate input to
the Task Force. In addition, we feel that this proposal is
sufficiently unique that some State agencies may be interested in
providing some grant funding to offset the costs which will
inevitably be incurred by the Task Force.
