HomeMy WebLinkAboutMINUTES - 10221985 - 2.4 T6: BOARD OF SUPERVISORS 2, 4'�-- Contra FROM: PHIL BATCHELOR Costa County Administrator 1�-�} DATE: October 17, 1985 h County SUBJECT: STATUS REPORT ON POSSIBLE SITES FOR PROPOSED NEW COUNTY DETENTION FACILITY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Accept report from the County Administrator on status of possible sites for the proposed new County detention facility and consider action to be taken. REASONS FOR RECOMMENDATION/BACKGROUND: On June 18, 1985, your Board identified the Atlas Road site in the City of Richmond as the proposed site for the West County Justice Center Project and authorized preparation of an Environmental Impact Report. Staff was also directed to explore alternatives to the Atlas Road site that might be workable from a programmatic and construction viewpoint, which might be cheaper to acquire and/or develop and result in less delays. With respect to the Atlas .Road site, the EIR process was started, a Notice of Preparation was issued on July 16, 1985, and comments were received from a number of interested agencies and individuals. (For a proposed project of this magnitude, a surprisingly small number of comments were .actually received. ) Subsequent to the Atlas Road site designation, a renewed search was made to identify other potential sites, not only in West County but also in other parts of the County. We also included in this search the site formerly owned by Shell Oil at the intersection of Highway 680 and Marina Vista, which was previously designated by your Board as a detention facility site. As a result of this process, we identified over 20 sites throughout the County. Except as described below, none of the sites identified appeared to be desirable in terms of a detention facility, either because of proximity to residences, high cost of building, or other environmental factors. The result of this search has been to reaffirm that both the Atlas Road and Shell sites appear to be suitable but may present problems of time delays and cost that should be avoided if at all possible. In addition to these two sites, the unincorporated North Richmond area of the County between Wildcat and San Pablo Creeks offers a number of possibilities in assembling the approximately 40 acres required for the project. We have done some preliminary work in this area and have identified as potentially workable a 28-acre site which is currently on the market. However, this site is also the proposed site for the waste energy plant currently being planned by the West County Sanitary District. We have also identified other parcels in that same area that appear to be workable for a West County Justice Center. West County cities have previously indicated it would be cost effective for them in terms of utilization of police personnel to have a detention facility in West County. Your Board has made a commitment to do that if it is at all possible. If the commitment from the cities is forthcoming, we will proceed to do the necessary staff work to define the site, including an analysis of site acquisition, development, and other costs. If the cities do not choose to make such a commitment, we see no alternative other than to resume the site search and concentrate our efforts in other parts of the County. We are proceeding as expeditiously as possible on this matter and will report back to your Board as soon as possible. Concern was expressed that the Fund would be depleted by other counties who may not have received a high ranking on the project priority list , but who have project plans completed to the point of beginning construc- tion . One county identified was Sonoma County.
