HomeMy WebLinkAboutMINUTES - 10221985 - 2.1 TO: BOARD OF SUPERVISORS �" ) FROM: SOLID WASTE COMMISSION DATE: SEPTEMBER 4, 1985 SUBJECT: REVISION OF THE SOLID WASTE COMMISSION BYLAWS Specific Requests or Recommendations A Background & Justification RECOMMENDED ACTION Approve the revised Bylaws of the Contra Costa County Solid Waste Commission dated September 4, 1985. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND The key changes being proposed to the Bylaws are: 1. That all Commission members, with the exception of the public member, be elected officials. 2. That the Chair and Vice Chair serve no more than two consecutive terms in each position. 3. That the Technical Advisory Committee members represent the different groups involved in solid waste management, i .e., the solid waste industry, recycling operations, city planning, environmental organizations , etc. 4. That the Technical Advisory Committee membership be reviewed annually by the Commission. These changes are intended to make the Commission more responsive to the needs of the County and to provide the Commission with a more effective Technical Advisory Committee. During the course of revising the Bylaws, there was considerable discussion on the issue of representation. However, it was finally decided that because the current Solid Waste Commission is making rapid progress in dealing the solid waste issues and that changing membership on the Commission at this time would be disruptive, the composition of the Commission should remain as is for the time being.
