SUBJECT: Blackhawk Adjustment Reorganization) (LAFC 85-21) ) RESOLUTION NO. 85/618 The Board of Supervisors of Contra Costa County RESOLVES THAT: Application for the subject Reorganization was filed on August 12 , 1985 with the Local Agency Formation Commission of Contra Costa County by petition of the landowners. This Reorganization is comprised of the following concurrent changes of organization: Annexation of 8 parcels to Contra Costa Sanitary District, East Bay Municipal Utility District, and County Service Areas M-23 and P-2'Detachment of 5 parcels from the aforenoted four jurisdictions The reason for this Reorganization is to provide more efficient, cost effective sanitation, sewer, water, police and road maintenance services to the area in question. The subject Reorganization has been designated by the 'Local Agency Formation Commission as "Blackhawk Adjustment Reorganization (LAFC 85-21) . " As determined by the Local Agency Formation Commission, the territory proposed to be annexed and detached is legally uninhabited and is located entirely within Contra Costa County. This reorganization was approved by the Local Agency Formation Commission on September 18, 1985 , subject to the conditions that 1) boundaries of affected territory shall be as amended and described in attached Exhibits "A" (annexation parcels) and "B" (detachment parcels) and 2) affected territory described in Exhibit "A" shall be concurrently annexed to Zone A of CSA P-2. At 10 : 30 a.m. on Tuesday, November 19 , 1985 , in the 'Board of Supervisors Chambers , County Administration Building, Martinez, Calif- ornia, this Board will conduct a public hearing on the proposed Reorganization. At that time all interested persons or taxpayers, for or against the proposed Reorganization, will be heard and any protests received. Any interested person desiring to make written protest against said reorganization shall do so by written communication filed with the clerk of the Board of Supervisors not later than the. hour set for hearing. A written protest by a landowner shall contain a description sufficient to identify the land owned by him; a protest by a voter shall contain the residential address of such voter. The Clerk of this Board shall have this resolution published once in t'le Contra Costa Times, a newspaper of general circulation published in this County and circulated in the territory proposed to be annexed, no.t_.la.ter-than fifteen (15) days before the hearing date. The Clerk shall also post notice of the hearing at least fifteen (15) days before the hearing da'-_e and continuing to the time of the hearing. The Clerk shall also mail notice of the hearing, at least fifteen (15) days before- hand to all persons and counties, cities, or districts, which theretofore filed a written request -for special notice with the Clerk and to the LAFCO Executive Officer.
