SUBJECT: Approval of amendment to contract with the Center for Human Development
for the School-Community Primary Prevention Program
SPECIFIC REQUEST(S) OR RECOMMENDATION($) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County, Contract
Amendment Agreement #24-301-7 with the Center for Human Development effective
October 22, 1985 to amend Contract #24-301-5 (effective November 1, 1984 -
October 31, 1985), as amended by Contract Amendment Agreement #24-301-6 (effective
July 30, 1985), to adjust certain budget line items. The payment limit of $84,787
and the contract period of November 1, 1984 through October 31, 1985 remain
unchanged.
II. FINANCIAL IMPACT:
There is no change other than internal budget adjustment. This program continues
to be 100% funded by State funds available through AB1409, Chapter_1285, Statutes
of 1982, and the augmentation funds made available through AB 1983, Chapter 952,
Statutes of 1983.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The County successfully competed for funds available for three-year grants under
SB1409 School-Community Primary Prevention Program in 1983. The program has
operated successfully in the County and is in the final year of funded operation.
The program has been operated under a subcontract with the Center for Human
Development (County Contract #24-301-5, as amended by County Contract Amendment
Agreement X624-301-6, which increased the .State funding for this program).
This amendment is necessary to comply with the County's Standard Agreement
#D-0015-4, A-2, with the State Department of Alcohol and Drug Programs.
The program finds that extensive management assistance used when the program was
implemented in the schools is not currently needed. Instead, the program will
employ Prevention Specialists who will assist with these tasks. In addition, there
are mid-year adjustments on certain items in the operating expenses so that these
amounts are more in line with actual amounts needed. The revisions include a
reduction in mileage and an increase in supplies, training, recreational supplies
and equipment rental.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this amendment request will result in the program's inability to .
employ Prevention Specialists for high quality and more cost effective operation.
In addition the line item adjustments could not be effected, causing n inability
to move program dollars to high priority needs.
