Rainey Sheriff-Coroner Costa DATE: October 10, 1985 County SUBJECT: California Drug Abuse in the Schools Program - Authorization of a Contract Between the Sheriff-Coroner's Office and the Center for Human nPVPlnnmPnt SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Authorize the,� Sheriff-Coroner to execute on- behalf of C6,ntr.a Costa County a contract with the Center for Human Development, to provide drug suppression services in east county schools, at a cost of $158,440, for the period of August 1, 1985 to June 30, 1986. II. FINANCIAL IMPACT: There is no financial impact beyond .that provided for in the 1985-86 budget. III . BACKGROUND: The Board took action in approving the second year of the "School - Community-Law Enforcement Collaboration to Reduce Substance Abuse Among Youth in East Contra Costa County" , by passage of Resolution 85/558, on September 24, 1985. Contra Costa County has received a Grant Award for drug suppression purposes from the California State Office of Criminal Justice Planning for a total project cost of $227,111, of which $45,422 are local match dollars. The award is provided to fund a drug suppression in the schools program for a second consecutive year, in East Contra Costa County. It is necessary that a contract be initiated between the Contra Costa County Sheriff-Coroner' s Office and the Center for Human Development, a non-profit organization, for their services to assist with this program. The Center for Human Development as a contractor, was utilized in the first year of this project, and has already begun work on the second year of the project. CC: Sheriff-Coroner ATTESTED N2t& ��ti az /��•� County Auditor Phil Batchelor, Clerk of the Board of County Administrator Supervisors and County Admiaktpf M382/7-83 BY �� DEPUTY Board of Supervisors October 10, 1985 Page 2 During the first contract year, the Center for Human Development has provided services which were instrumental in organizing the members of the various communities; recruitment and training of parents who presented drug prevention curriculum to grade school .students; recruitment and training of high school students who presented drug prevention curriculum to seventh graders; as well as providing resources for materials, referrals to treatment pro- grams, and conducting peer support groups. The State is in the process of altering the Grant Awards for these programs to the State's fiscal calendar period, which is the reason for an eleven (11) month contract period.
