Miner, Executive Director Contra Contra Costa County Private Industry Council Cita DATE: October 3, 1985 SUBJECT; Issuance of Certificates of Appreciation for 1985 Summer Youth Jobs Program SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: AUTHORIZE the Board Chairwoman to issue Certificates of Appreciation for presentation at the Board meeting on October 29, 1985, on behalf of the Private Industry Council of Contra Costa County and the Board of Supervisors, to the following named organizations for their outstanding contributions to promoting the welfare of county youths through the County's 1985 Summer Youth Jobs Programs: 1. State Employment Development Department 2. Neighborhood Youth Corps, Contra Costa County Office of Education 3. Chevron USA, Inc. II. FINANCIAL IMPACT: None III. REASONS FOR RECOMMENDATION/BACKGROUND: These three organizations have been instrumental in helping county youths from all walks of life obtain summer jobs. The local Pleasant Hill office of the State Employment Development Department (EDD) has been a key participant in the PIC-sponsored county-wide Summer Youth Jobs Program (SYJP) since its inception in 1983. They set up and staff the summer youth job centers, process the job orders, match and refer --youths to the jobs, and maintain job placement records. During the 1985 summer youth program, EDD helped over 2200 county youths find summer jobs in the private sector. CC: Private Industry Council ATTESTED _ October 22_, 1985 County Administrator PHIL BATCHELOR, CLERK OF THE BOARD OF Clerk of the Board SUPERVISORS AND COUNTY ADMINISTRATOR v M382/7-83 BY 'DEPUTY -2- The Contra Costa County Office of Education's Neighborhood Youth Corps operated the Private Industry Council's federally-funded Summer Youth Employment and Training Program (SYETP). The program provides economically disadvantaged youths with work experience and training in the public/nonprofit sectors during the summer months. This summer the program helped over 1300 youths find work experience positions. Of those youths not continuing their education at the end of the program, over 100 were placed into private sector jobs. Over the past three years, the program has served over 3700 youths with more than 300 going into permanent jobs. Chevron USA, Inc. , has been a major benefactor of the Summer Youth Jobs Program since its inception in 1983. This past summer, Chevron donated $29,000 to the program which created 21 summer jobs. Over the past three years, Chevron has subsidized 70 jobs in the private, public and nonprofits sectors. The jobs have benefitted agencies who needed summer help due to federal and state cutbacks in social programs. The Private Industry Council requests the Board of Supervisors join with it in recognizing the above three entities for their outstanding contributions to enhancing youth employment. 1.
