Items removed from this section will be considered with the ShortDiscussion Items.SHORT DISCUSSION ITEMSMinutes SD. 1 PUBLIC COMMENT (3 Minutes/Speaker)Bill Granados, Contra Costa Fire Protection District Advisory Board, observed that holding a meeting as the Board of Directors offered greatopportunities and thanked the Board for their time and effort; Vincent Wells, President Firefighters' Local 1230, also thanked the Board andexpressed a desire to provide commentary if possible on today's agenda. Supervisor Piepho assured that public commentary is welcome. SD. 2 CONSIDER Consent Items previously removed.There were no consent items on today's agenda. SD. 3 CONSIDER recommendation from the Fire Chief and the Public Protection Committee of the Board of Supervisors to conduct Contra CostaFire Protection District Board of Directors meetings on a regularly scheduled basis. (Daryl Louder, Fire Chief)CONSIDERED the recommendation for regularly scheduled Fire Protection District Board meetings; AGREED to meet every other month,subject to change as necessary. SD. 4 CONSIDER accepting Monthly Report of Contra Costa Fire Protection District operations. (Daryl Louder, Fire Chief)ACCEPTED Monthly Report and requested that future reports reflect clearer indication of the number of personnel injuries; and DIRECTEDthat the Monthly reports be included as part of the Agenda packet, and available to the public.As the meetings are bi-monthly, the packet will include two monthly reports.AYE: Director John Gioia, Director Candace Andersen, Director MaryN. Glover SD. 5 CONSIDER accepting an oral report on the status of the fiscal year 2011/12 budget and projection of the fiscal year 2012/13 budget position.(Daryl Louder, Fire Chief)Minutes Chief Louder and Financial Officer Jackie Lorrekovich provided the Board with an update on the current and future budget:The District continues to use reserve funds to maintain service levels. Station One in Walnut Creek released staff in January of 2011, and itremains without staff. The District is in the process of utilizing the SAFER grant authorized by the Board earlier this year. Chief Louder notedthat Contra Costa is a high risk service area, with coverage needed for refineries, ship yards, commercial plants, wildlands, airports andhazardous materials sites in addition to residential areas. The Chief reiterated his concern that the County is seriously understaffed by industrystandards. Ms. Lorrekovich provided details on District expenditures and revenues, including but not limited to capital and pension expense increases andstagnant revenues. It is noted that the District will be operating at a deficit by 2014/2015 fiscal year. The District hopes to receiveauthorization from the Board to pursue a special tax measure on ballot to increase revenues.Supervisor Piepho requested staff provide a ten-year range of revenues to the District for the next meeting, such as 2001 to 2010. SD. 6 CONSIDER accepting an oral report on the status and required timeline of a proposed special tax measure to augment funding for ongoingDistrict operations for either the June or November 2012 Election ballots. (Daryl Louder, Fire Chief)The Fire District provided the Board with polling results for a proposed special tax measure earlier this year. Chief Louder outlined the timeframe to place the measure on the June 2012 ballot and noted that the consultant recommended the November 2012 ballot.Director Gioia suggested the poll be updated and November 2012 is the preferred date. Director Piepho requested more information to receivemore data on the political environment expected in November, especially in regards to any competing measures and an anti-tax atmosphere inthe public arena. Director Uilkema noted that a great many taxing agencies are seeking increased revenues through measures and fees and asa result the public may be overwhelmed. Director Mitchoff requested information be available for the December meeting. SD. 7 CONSIDER accepting an oral report regarding high attrition rates and the associated impact to service delivery within the District. (DarylLouder, Fire Chief)ACCEPTED the oral report.Minutes SD. 8 CONSIDER accepting an oral report regarding the impact to the Contra Costa County Fire Protection District of other fire districts within theCounty reducing services. (Daryl Louder, Fire Chief)Speakers: Vince Wells, President Local 1230.ACCEPTED the report and requested additional information about the challenges the District faces as a result of the various service deliveryagreements which exist throughout the County. SD. 9 CONSIDER accepting an oral report regarding the interagency relationship between Contra Costa County and the Contra Costa County FireProtection District. (Daryl Louder, Fire Chief)ACCEPTED the report.GENERAL INFORMATIONThe Board meets in its capacity as the Board of Directors of the Contra Costa County Fire Protection District pursuant to Ordinance Code Section 24-2.402.Persons who wish to address the Board of Directors should complete the form provided for that purpose and furnish a copy of any written statement to theClerk.Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of themembers of the Board of Directors less than 72 hours prior to that meeting are available for public inspection at 651 Pine Street, First Floor, Room 106,Martinez, CA 94553, during normal business hours. All matters listed under CONSENT ITEMS are considered by the Board of Directors to be routine andwill be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public priorto the time the Commission votes on the motion to adopt. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chaircalls for comments from those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter issubject to discussion and action by the Board.
