FISCAL IMPACT: None. No General Funds are involved. BACKGROUND: I. The DVAHP requires the submittal of an annual compliance report by the respective development entities. The following discussion and Table 1 summarizes the compliance status BACKGROUND: (CONT'D) of Shapell Industries of Northern California, and the Windemere group led by Lennar. A map depicting the location of DVAHP Projects is also attached as Figure 1. A. Shapell Affordable Housing Compliance The Shapell portion of the Dougherty Valley includes 5830 residential units. These units are being built in four phases as follows: Phase For-Sale Units Rental Total Gale Ranch I 960 256 1216 Gale Ranch II 1619 266 1885 Gale Ranch III 1041 380 1421 Gale Ranch IV 648 660 1308 Total 4268 1562 5830 (73%) (27%) The DVAHP requires that at least 25% of the residential units be affordable to Very Low, Low, and Moderate Income Households. The Shapell portion of the DVAHP Affordable Housing obligation is as follows: Affordability Requirement Percent Number Very Low Income 10% 146 Low Income 25% 365 Moderate Income 65% 947 100% 1458 To date the Shapell-Gale Ranch Affordable Housing Program has delivered or has under construction 1009 units, or 69% of its obligation. The remaining 449 affordable units are to be delivered in Gale Ranch Phase IV. Shapell is reviewing the development program for Gale Ranch Phase IV for the possible inclusion of a senior housing component. No firm determination has been made as of this date. The Shapell program complies with the requirements of the DVAHP. B. Windemere Affordable Housing Compliance The DVAHP requires that at least 25% of the 5170 residential units to be affordable to Very Low, Low, and Moderate Income Households. The Windemere portion of the DVAHP Affordable Housing obligation is as follows: Affordability Requirement Percent Number Very Low Income 10% 129 Low Income 25% 323 Moderate Income 65% 841 100% 1293 As of this date the Windemere Affordable Housing Program has delivered or has under construction all 1293 of its affordable housing units in phase 1, or 100% of its obligation. As a result the Windemere program complies with the requirements of the DVAHP. II. IMPLEMENTATION ISSUES A) Development Status Two properties are under construction at this time: • Valencia Apartments – a 186 unit property for very low, low, and moderate income households is being constructed by Shapell in the Gale Ranch portion of Dougherty Valley. Construction is expected to be completed this fall; and • Highland Point Apartments – a 293 unit property for very low, low, and moderate income households is being constructed by St. Anton’s Partners in the Windemere portion of Dougherty Valley. Construction is expected to be completed in mid-2012. B) Crime Issues In response to an elevated level of criminal activity associated with multi-family properties in the City, the San Ramon Police Department implemented the Crime Free Multi Housing Program in August of 2007. Since that time nearly every apartment community in the city has joined the program and is participating. The program is being run by a Crime Prevention Specialist (Darlene Kittredge) and the Community Resource Officer (Lance Santiago). This is a three phase certification program includes the following: Phase 1- An 8 hour training taught by police personnel to apartment management staff. Topics include crime recognition, problem tenants, applicant screening, the crime free lease addendum, narcotic recognition, gang recognition and Crime Free Multi Housing certification requirements. Phase 2- An inspection conducted by police personnel who have been trained in CPTED (Crime Prevention Through Environmental Design) to ensure the property meets minimum safety standards and to prepare the property in such a way as to make it psychologically undesirable for criminals. Phase3- A Resident Social event hosted by the Apartment Management staff and attended by the police department. Crime Free Coordinators explain the program to all attending residents and request assistance from residents concerning crime reporting. Once a property attends the Phase 1 training, the City Police Department establishes baseline statistics on the property for one year prior to the property becoming involved in the Crime Free Program. The statistics include Police calls for service, crime reports and arrests on the property. Every month thereafter the City Police Department runs reports to obtain the same statistical data and compare it to the baseline numbers in order to track the programs success. In various properties throughout the city the Community Resource Officer reports drops in calls for service as high as 75%, drops in crime reports at 100%; and drops in arrests by 100%. These numbers vary from property to property but in almost every case in every month, the City staff reports seeing numbers that are less than when the program was started for a given property. The data below are city wide statistics which include the Dougherty Valley Area. Baseline numbers for the city for participating properties for a twelve month period were: Calls for service- 2,509 Crime Reports- 355 Arrests- 54 In 2008 the citywide numbers were: Calls for service- 1,961 which reflects a 22% reduction compared to baseline Crime Reports- 244 which reflects a 31% reduction compared to baseline Arrests- 31 which reflects a 43% reduction compared to baseline In 2009 the citywide numbers were: Calls for service- 1,783 which reflects a 29% reduction compared to baseline Crime Reports- 178 which reflects a 50% reduction compared to baseline Arrests- 19 which reflects a 65% reduction compared to baseline In 2010 the citywide numbers were: Calls for service- 1,830 which reflects a 27% reduction compared to baseline Crime Reports- 242 which reflects a 32% reduction compared to baseline Arrests- 33 which reflects a 65% reduction compared to baseline Going forward, the City plans to continue to maintain relationships with apartment management staff and residents in an effort to maintain and reduce the crime statistics. The Community Resource Officer believes if this program were discontinued crime statistics would rise. In 2008 the Seville Apartments, a very low- and low- income development, was built and occupied. City staff was able to provide the Phase 1 training and conduct the CPTED inspection prior to management accepting any residents. The crime statistics on this property are much lower than anticipated. The Community Resource Officer believes this is a direct result of implementing the program prior to the lease out. The City anticipates providing training and inspections in the same manner with all new construction in the Dougherty Valley area. City staff is already in contact with the owners of the two properties being built at this time (Valencia Apartments, Shapell; and Highland Point Apartments, St. Anton’s Partners) and anticipate full cooperation from owners and management.
