In view of a report from the Community Development Department
that the City of Berkeley will probably withdraw their solid
waste from the West Contra Costa Sanitary Landfill and transport
it, instead, to other sites in Alameda County, our Committee
suggested that plans for a 900 ton/day plant be dropped, and the
West County Agency concentrate instead on a 400-500 ton/day plant
that would serve only the needs of West County without the need
to import garbage from outside the immediate area.
Mr. Wooten reported that the EIR for a 450 ton/day plant has been
completed and that the Agency would be willing to look at a plant
smaller than 900 tons/day if that would generate greater
community support.
Supervisor Powers asked whether the Agency would be willing to
have an independent evaluation done in order to objectify
previous studies done by Cooper Engineering. Mr. Wooten replied
that those who want such an independent evaluation should pay for
it.
Don Bradley, City Manager of Pinole, speaking on behalf of the
West County cities, indicated the cities were opposed to this
particular project, not to the concept of a waste-to-energy
plant. Mr. Bradley suggested that the siting of new landfills is
now a higher priority than waste-to-energy, and that more review
is necessary before it can be determined that the particular
proposed waste-to-energy project is best for West County. Mr.
Bradley supported the suggestion that a cost estimate be made for
a smaller plant. He also indicated that there is a need to have
countywide coordination of the solid waste issue, and that the
proposed waste-to-energy plant must be made a part of this
overall coordination. Mr. Bradley also endorsed the need for an
independent review and perhaps even an independent study which
could provide an evaluation independent of those done by Cooper
Engineers.
Supervisor Powers indicated he endorsed staff ' s recommendations.
Our Committee noted that the Board of Supervisors must make a
finding as to whether the proposed project is economically
feasible and whether it can achieve the necessary pollution
control requirements. In the absence of a positive finding on
these points , the project cannot proceed because it will not be
consistent with the adopted Solid Waste Management Plan.
In view of the discussion, our Committee has endorsed staff ' s
recommendations which we have outlined above.

BACKGROUND:
Mr. Christiansen has resigned from Friends Outside to accept a
job with the County. He, therefore, also resigned as the
representative of Friends Outside on CADSAC. Friends Outside
has recommended the appointment of Mr. Lay to replace Mr.
Christiansen and our Committee concurs in that appointment.
