Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #74–200–10 with We Care Services for Children, a non-profit
corporation, in an amount not to exceed $547,374, to provide wrap-around, day treatment,
and mental health services for high risk, emotionally disturbed children, for the period from
July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
This Contract is funded 27% by Federal FFP Medi-Cal, 27% by State Early and Periodic,
Screening, Diagnostic and Treatment (EPSDT), and 46% by First Five Contra Costa
Children and Families Commission.
BACKGROUND:
This Contract meets the social needs of County’s population by providing wraparound
services for preschoolers under the age of 5 with measurable delays in interpersonal,
social/emotional, language and cognitive development or preschoolers who are at risk for
such delays. Under this Agreement, Contractor will provide services to abused,

BACKGROUND: (CONT'D)
disturbed and environmentally deprived preschooler, under the age of 5, who do not meet
the criteria for any categorical funding source for services.
On June 15, 2010, the Board of Supervisors approved Contract #74–200–9 with We Care
Services for Children for the period from July 1, 2010 through June 30, 2011, for the
provision of mental health services for high risk, emotionally disturbed children, and their
families, in Central County.
Approval of Contract #74–200–10 will allow Contractor to continue providing services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s high risk, emotionally disturbed children will not
receive the wrap-around, day treatment, and other mental health services that they need, and
may require treatment at a higher level of care.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and placement at discharge to a lower level of care.
