HomeMy WebLinkAboutMINUTES - 08022011 - C.35RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #74–198–11 with Early Childhood Mental Health Program, a non-profit corporation, in an amount not to exceed $507,349, to provide Wrap-Around, Day Treatment, and Mental Health services for high risk, emotionally disturbed children, for the period from July 1, 2011 through June 30, 2012. FISCAL IMPACT: This Contract is funded 31% by Federal Medi-Cal, 20% by State Early and Periodic, Screening, Diagnostic and Treatment (EPSDT), and 49% by Proposition 10. (No rate increase) BACKGROUND: This Contract meets the social needs of County’s population by providing mental health services in West County to keep clients with their families in the community and out of higher levels of care. Approval of Contract #74–198–11 will allow the Contractor to continue providing services through June 30, 2012. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, Medi-Cal eligible SED youth in Contra Costa County will have fewer opportunities to receive needed wraparound treatment, and may require treatment at higher levels of service. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
