1. APPROVE a Permit with the San Francisco Bay Area Rapid Transit District (BART) for
the premises at 6400 Cutting Boulevard, El Cerrito, for the placement of a Library Book
Dispensing Machine at the Del Norte BART Station, for a five (5) year term commencing
July 1, 2011 and ending June 30, 2016, under the terms and conditions set forth in the Permit.
2. AUTHORIZE the Deputy General Services Director, or designee, to EXECUTE the
Permit on behalf of the County.
3. DETERMINE that the project is a Class 1(a) Categorical Exemption under the California
Environmental Quality Act (CEQA).
4. DIRECT the Director of Community Development, or designee, to file a Notice of
Exemption with the County Clerk, and DIRECT the Deputy General Services Director, or
designee, to arrange for the payment of the handling fees to the Community Development
Department and County Clerk for filing of the Notice of Exemption.

FISCAL IMPACT:
In 2007, the Contra Costa County Library requested and received $287,898 from the
California State Library Services and Technology Act (LSTA) Grant Program to introduce
automated Book Dispensing Machines to the County. The fee for this Permit will be paid
for from those funds.
BACKGROUND:
The County Regional Needs Assessment for County Libraries presented to the Board of
Supervisors in 2007 reported that inequities in library service delivery existed in the county.
Through a previous action, the Board directed the County Librarian to identify options for
improving service to county residents. The automated Book Dispensing Machines allow
customers to borrow and return library books and media using a library card. The Book
Dispensing Machines would meet the needs of residents in west county and of countywide
commuters. The County agrees to indemnify and hold harmless BART under certain
conditions as part of the Permit.
CONSEQUENCE OF NEGATIVE ACTION:
The County will have to find another location for the Book Dispensing Machine, or the residents of west
county will have fewer options to receive and return library materials.
