APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with the Child Abuse Prevention Council of Contra Costa as
recommended by the Family and Children's Trust Committee in an amount not to exceed
$130,000 for the Nurturing Parenting Program and Baby Bag Project for the period July1,
2011 through June 30, 2012.
FISCAL IMPACT:
$130,000: 38% ($50,000) State Child Abuse Prevention, Intervention, and Treatment funds;
62% ($80,000) county Birth Certificate funds.
BACKGROUND:
The Child Abuse Prevention Council (CAPC) was selected through the Family and
Children's Trust Committee (FACT) Request for Proposal competitive bid process to
establish & coordinate the community's efforts to prevent child abuse and the impact on
children and families in Contra Costa County. CAPC is an invaluable asst to the
dissemination of information in the efforts of the FACT to address issues of child abuse.

BACKGROUND: (CONT'D)
to prevention and treatment, professional training and community workshops, Nurturing
Parenting Program, Baby Bag Project, coordination of the Child Abuse Review Committee
and its subcommittees to improve and ensure services to victims and families, educational
materiels on child abuse issues, and ongoing advocacy for child welfare.
CONSEQUENCE OF NEGATIVE ACTION:
Recommendation(s) to the Board of Supervisors by the Family and Children's Trust
Committee (FACT) woud not be adopted and proposed services would not be delivered to
children and their families.
CHILDREN'S IMPACT STATEMENT:
The contract supports all five of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth
Healthy and Preparing for Productive Adulthood"; 3)" Families that Economically Self
Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; 5) "Communities that are Safe
and Provide a High Quality of Life for Children and Families" by providing educational
training, services, and information & referrals to demonstrate and increase successful
parenting. Expected program outcomes are reduced child abuse and neglect; reduced
incidences of domestic violence; and, improved parental stress management.
